All work <br />shall meet or exceed FEMA's requirements for HMGP application. Application information will <br />be provided by the CWCB to the Contractor. <br /> <br />Task 3 - Proposed (Alternative) Solutions: <br />The Contractor shall formulate at least 3 alternative plans to address local storm drainage <br />component of the Project within the community of Pueblo, Generally, the area for local storm <br />drainage analysis (for the purposes of this Scope) includes the urbanized land located in the <br />northern half of Section 3 and the southern half of Section 34 (see figure 1), Alternative 1 shall <br />be the "no action" alternative. If no action is taken, the City and County of Pueblo will continue <br />to flood with no early warning detection for evacuating or floodproofing measures. Alternative 2 <br />(the preferred alternative) shall address precipitation and streamflow measuring devices that will <br />provide "real time" monitoring of rainfall and drainage flows within Pueblo. These devices will <br />aid the National Weather Service and the City of Pueblo Public Works Department in calculating <br />the amount of rainfall and drainage flow that can or will cause severe damage. Having these <br />devices will also enable the community to better prepare for uncontrolled events, for instance, <br />notifYing certain areas of the City or County to evacuate, and make downstream counties aware <br />of the situation and what may be coming their way. Alternative 3 shall address the drainage <br />system in Pueblo, The explosive growth in the City and County of Pueblo has overtaxed the <br />existing drainage system numerous times. Although there have been studies done on the <br />drainage situation, the process is expensive and will run over several years to complete. <br />Updating the drainage system will help with flooding problems, but will not eliminate the <br />problem of heavy thunderstorms which may cause flash flooding, The need for precipitation and <br />streamflow devices will also needs to be discussed. The 20 I 0 Committee is looking at funding <br />issues for the drainage system, but the committee name alone, shows the timeline we are <br />anticipating, <br /> <br />Contractor shall provide preliminary construction cost estimates for each alternative. Unit costs <br />for the proposed projects shall be mutually agreed upon by the Contractor and the CWCR <br /> <br />4 <br />
