As per your letter of March 14, 1977, the County of Adams here-
by appeals the floodplain elevations as was published in the
Aurora Sun on March 17, 1977 and March 24, 1977. We base our
appeal on the following:

I. General objection to the FIA's Study.
Lack of sufficient description, historical data,
and figures relating to synthetically developed
storm run-off records and other information used
to determine discharges, velocity, channel rough-
ness, channel storage, etc.

Lack of detailed topographic maps. Maps lack suf"
ficient vertical controls and use approximate scales.
Bo~h render the maps useless for either regulatory
purposes, and for property owners being able to
determine the location of the flood elevation in
relation to their property.
Platte River . FIA used preliminary hydrology sup-
plied by the Corp of Engineers and field surveyed
cross sections supplemented by USGS quadrangles.
Since that time, the Corp has finalized the hydro-
logy, and the county and the UDFCD have obtained
1"=100' with 2' contours. In addition, the FIA's
consultant was, retained to develop the 100 year pro-
file and flood outline using the new information.
Therefore, request the FIA iltilize more recent study
and maps. (I q0
