The first will be a calibration model, which
will include the existing Ken Caryl detention basins that are located west of the hogback.
This model will be calibrated to approximate the flows from the Flood Insurance Study
and the 1985 UDFCD memorandum. The second model will be a baseline model, which
will include the detention basin on Massey Draw upstream of Carr Street, and the
detention basin on SJCD (South) that is located in the Sanctuary, upstream of Kipling
Street. UDFCD approved the Sanctuary detention basin for maintenance eligibility. The
baseline model will include future land use conditions. Since the watershed is almost
built out, it was agreed that an existing land use condition model is not needed.

Massey Draw and SJCD (South) Update
OA Project No. 02-2003-1321
January 28, 2004

Attendees:

Ben Urbonas - Urban Drainage and Flood Control District
Paula Lundquist - Jefferson County
Alecia Cope - Jefferson County
Bob Deeds - City of Littleton
Larry Mugler - Denver Regional Council of Governments
Scott Franklin - Corps of Engineers
Rick McLoud - Centennial Water and Sanitation District
Justin Werdel- CDOT R6 Hydraulics
Sean Warren - Ken Caryl Ranch Master Association
Bruce Buttner - Olsson Associates
David Krickbaum - Olsson Associates
Dana Carter - Olsson Associates

6, Justin Werdel will provide information regarding the culverts along C470, as well as the
names of contacts for the environmental impact study that is being prepared for C470.

1. David Krickbaum gave a project overview, with a brief description of the problem areas
that were initially identified in the watershed,

cc: Attendees via e-mail
Russ Clayshulte via e-mail
Paul Winkle
Kent Wiley
Larry Lang via e-mail
Gene Reetz
John Liou
Bill Kieck via e-mail
Melissa Chew via e-mail
Tim Carey via e-mail

Discussion Items:

2, Sean Warren questioned why the study is not extending past the Hogback, The Ken
Caryl area is experiencing channel erosion problems. He added that a hazard study
was done in 1997 that identified several problems in Massey Draw west of the Hogback,
Paula Lundquist explained that the developer did not submit the drainage improvements
to Urban Drainage and Flood Control District (UDFCD) for approval and are not eligible
for UDFCD maintenance, Therefore, any drainage improvements would have to be
constructed as a capital improvement project. The County does not believe that using
public money for projects on private open space is a good use of public funds. The
UDFCD master planning process, capital improvement and maintenance programs were
further explained. Sean will discuss this further with the County and UDFCD.

3, The watershed delineations will be sent to Ben Urbonas for review. The NRCS soils
information shows the area contains mostly hydrologic group c and D soils.

4. Paula will provide the South Jefferson County Community Plan for identifying future land
uses. The Jefferson County GIS land use data will be used and supplemented to reflect
recent development that has occurred.
