velocity and therefore reduce sedimentation problems, and (3) the increased

flow velocity will eliminate or reduce the dredging requirement.

A minimum of three alternate plans will be formulated considering the

effectiveness in providing flood protection, economical trade-off of

floodplain properties, maintenance aspects, ease of implementation, right-of-

way requirements, multiple land use benefits, aesthetic considerations, impact

to water quality, and improvement costs. The alternative plans will be pre-

pared utilizing appropriate CWCB, FEMA, and City standards. A conceptual

design of each alternate plan will be performed in sufficient detail to esti-

mate the improvement cost.

All alternate plans considered will be clearly depicted graphically with

appropriate mapping and details. A narrative will accompany the graphic

information detailing potential advantages and disadvantages, preliminary

costs of improvements, and information on plan implementation. The most prac-

tical "Plan of Improvement" will be recommended to the City.

F. Preliminary Design of the "Plan of Improvement"

Upon selection of the "Plan of Improvement" by the City, a more detaield

preliminary design will be performed for the plan to facilitate development

of the final design and construction of the improvements and estimating costs

of the improvements. The results of preliminary designs will be presented as

maps and tables indicating all improvements. Cost estimates of the "Plan of

Improvement" will include construction costs, roadway crossing costs, land

acquisition costs, engineering and contingencies, and legal, fiscal, and admi-

nistrative costs.

G. Report Preparation

The findings of this study will be documented in a bound report which

will generally consist of all items addressed in the RFP. The report will be

presented in an orderly and easy-to-read format. The report will contain

descriptions of the study area, flooding problems, hydraulic analysis,

acknowledgements of previous studies, descriptions of the selected plan,

detailed cost estimate, plan implementation, and appropriate figures and

tables. The recommended floodway will be presented on the provided

topographic mapping at a reduced scale. The selected improvement plan will be
