Improved technical procedures <br /> <br />Thirty-seven states gave opinions on the second question about relative <br /> <br />roles of governments and private sector in dam safety. The states generally <br /> <br />feel that the owner should have primary responsibility for maintaining safe <br /> <br />dams; states should regulate dams to assure the public that the owners are <br /> <br />building, operating, and maintaining safe dams (some states feel that the <br /> <br />smaller dams should be regulated by local authorities); local governments <br /> <br />should be responsible for emergency planning and public awareness programs <br /> <br />(some states note that local authorities can be very helpful with owner <br /> <br />contacts); and the private sector (technical organizations, consulting <br /> <br />firms, etc.) should provide professional services, develop and provide <br /> <br />innovative techniques and products for dam safety engineering, conduct <br /> <br />workshops and seminars, help states develop improved programs, and provide <br /> <br />political and financial support. <br /> <br />State officials feel that the Federal <br /> <br />government should assist and stimulate states to upgrade their dam safety <br /> <br />programs, keep the states updated on new Federal dam safety procedures and <br /> <br />techniques from research, support dam safety workshops, provide technical <br /> <br />assistance to states, act as a clearinghouse for information, provide <br /> <br />financial assistance and incentive programs to help owners repair unsafe <br /> <br />dams (several states make this point), provide leadership in establishing <br /> <br />technical criteria and standards to assist state agencies, help states with <br /> <br />public awareness programs, and coordinate Federal agencies and programs <br /> <br />which affect non-Federal dams. The reader is directed to Appendix D, where <br /> <br />detailed state responses to the two above questions are given. <br /> <br />-35- <br />
