B. UPDATED STATE INVENTORY DATA

The May 1982 Corps Final Report, National Prol(ram of Inspection of Non-

Federal Dams, which is based on September 1981 data, lists the number of

inventoried dams, number of' "high hazard" dams, number of dams inspected,

and number of "unsafe" dams. Since 1981, new dams have been built, some

existing dams have changed hazard classification, several "unsaf'e" dams have

received some type of attention, and reported inventory data have become

outdated. Consequently, a second questionnaire was sent out to state dam

safety officials for updating the data presented in the 1982 report. The

updated information provides an indication of the actions taken over the

last four years to reduce the number of unsafe dams. This would also

provide rate of growth trend of the number of high hazard dams in the

1980's. The states were asked to update (1) the number of inventoried dams,

(2) the number of "high hazard" dams, and (3) the number of "unsafe" dams as

of July 1985. Results of this survey show that some states regulate dams

which are much smaller than the 25-ft height or 50-acft. capacity specified

in the Corps inventory criteria. Consequently, some states such as

Connecticut, Massachusetts, New Hampshire, North Carolina, Ohio, and

Washington, show significant inventory increases since 1981. Other states

such as Arizona, California, and Colorado show inventory reductions because

of specific jurisdictional exemptions for some types of dams (e. g. Indian

tribe ownElrship and copper tailings dams) and higher size criteria. Six

states report the same number of dams in 1985 as was reported in the 1981

inventory because most of these states do not maintain any type of inventory

program and simply reported their latest official count -- the 1981 Corps

inventory figures. The survey shows that the number of inventoried dams

.36.
