Development of' insurance programs f'or states and dam owners who are <br />committed to ef'f'ective dam saf'ety procedures. <br /> <br />o Average state response = 7.2 <br />o Seven (7) states responded with a rank of 10 <br /> <br />10. Greater Federal role and support f'or small dam saf'ety research <br />(i.e.: overtopping problems and alternatives, tree growth questions, <br />use of' fuse plugs, coal impoundment Questions, risk assessment, <br />design f'loods, dam f'ailure analysis, and dam monitoring and f'lood <br />warning, etc.). <br /> <br />o Average state response = 7.4 <br />o Eleven (11) states responded with a rank of 10 <br /> <br />Additional issues were mentioned by twenty-two states to be important. <br /> <br />The three most frequently noted needs are: <br /> <br />1. Enhanced public awareness about dam safety and hazards <br /> <br />2. Better resolution of the legal and liability issues facing state dam <br />safety off'icials and personnel. <br /> <br />3. Greater coordination between Federal and State programs. <br /> <br />A listing of additional state issues and needs is reported in Appendix C. <br /> <br />4. State Dam Safe tv Progress and Relative Governmental Roles <br /> <br /> <br />A final part of the first questionnaire gave the states two optional <br /> <br />questions to answer: <br /> <br />1. In what area has your state made the greatest progress in dam saf'ety <br />over the last two years? <br /> <br />2. What should be the relative roles of' the Federal, State, local, and <br />private sectors in non-Federal dam saf'ety? <br /> <br />While 45 states responded to the first questions with dozens of different <br /> <br />examples of progress in dam safety over the past two years, the following <br /> <br />examples stand out: <br /> <br />a. Improved periOdic inspection programs <br />b. Improved dam safety laws and regulations <br />c. Increased program funding <br />d. Increased technical expertise capability <br /> <br />-34- <br />
