Issues and Needs <br /> <br />The National Research Council (NRC) of the National Academy of Science <br /> <br />organized a Committee on the Safety of Non-Federal Dams in 1981, at the <br /> <br />request of FEMA, to study issues related to the safety of non-Federal dams. <br /> <br />The Committee's primary objective during its first work phase was to <br /> <br />determine the proper role of the United States government in enhancing the <br /> <br />dam safety programs of the individual states. A report was published by the <br /> <br />NRC Dam Safety Committee in 1982, Safety of Non-Federal Dams - A Review of <br /> <br />the Federal Role. 1 The Committee, in its report, addressed several complex <br /> <br />issues underlying the safety of non-Federal dams.
