R. Pennsylvania indicates that about $50 million has already been
expended as of July 1, 1985 to reduce the number of unsafe dams from
208 to 105. The reported $50-60 million is for remaining remedial
work.

S. Rhode Island reports a range of $3 to 4 million for the past 12-15
months.

T. South CarOlina notes that this figure is an estimate based on
engineering judgment.

U. South Dakota reports that the estimated repair cost is "unknown" and
that dams in that state are unsafe because of spillway capacity.

V. Tennessee's estimate is based on current bids on dams under repair.

W. Texas' estimate is based on Corps Phase I. Program inspections and
state inspections before and after the Phase I Program.

X. Washington reports that this figure is based on very
estimates in an annual report to the Legislature on 100
Non-Federal Dams in the State, inspected under P.L. 92-367.

preliminary
High Hazard

Y. Wisconsin's figure is based on actual cost of repair or replacement.

Z. West Virginia's estimate is based on an average engineering cost of
$30,000 and average construction cost of $200,000 per dam.

AA.Wyoming's
repaired
initially

figpre includes $4.5 million for two reservoirs about
out of the nine remaining unsafe reservoirs.
had fifteen unsafe reservoirs.

to be
Wyoming

3. Issues and Needs

The National Research Council (NRC) of the National Academy of Science

organized a Committee on the Safety of Non-Federal Dams in 1981, at the

request of FEMA, to study issues related to the safety of non-Federal dams.

The Committee's primary objective during its first work phase was to

determine the proper role of the United States government in enhancing the

dam safety programs of the individual states. A report was published by the

NRC Dam Safety Committee in 1982, Safety of Non-Federal Dams - A Review of

the Federal Role. 1 The Committee, in its report, addressed several complex

issues underlying the safety of non-Federal dams.
