<br />were questions of responsibility and liability for non-Federal dams; state <br /> <br /> <br />dam inventories; risk classification of dams; emergency preparedness <br /> <br /> <br />planning; technical, funding and training assistance to the states; post- <br /> <br /> <br />failure investigations; liability insurance for dam owners; dam failure cost <br /> <br /> <br />data; dam terminology; and other related areas. Thirty-two recommendations <br /> <br /> <br />relevant to the above issues were made by the Committee to the U.S. <br /> <br /> <br />Government, primarily through FEMA, to help states and owners improve non- <br /> <br /> <br />Federal dam safety. <br /> <br /> <br />Other major dam safety issues, which were reported by the states in the <br /> <br /> <br />1982 and 1984 survey studies, were summarized earlier in Section II. <br /> <br /> <br />From the above studies and from discussions at various state, regional, <br /> <br /> <br />or national meetings, certain non-Federal dam safety issues and needs <br /> <br /> <br />repetitively surfaced. For practical reasons, all of these issues and needs <br /> <br /> <br />can not be addressed at the same time by any national dam safety <br /> <br /> <br />coordinating organization or agency, such as FEMA. Results and ideas from <br /> <br /> <br />recent studies and dam safety meetings were distilled and represented as the <br /> <br /> <br />ten major issues and problem areas for consideration by state dam safety <br /> <br /> <br />officials. In the present survey, the state officials were asked to rate <br /> <br /> <br />the degree of importance of each issue for their respective states on a <br /> <br /> <br />scale of 1 to 10, so that the issue ranking priorities could be determined <br /> <br />from rating averages. <br /> <br />A rating of 1 denotes "not important" and 10 means <br /> <br />"very important." An "N" was allowed for "no opinion." <br /> <br /> <br />State officials were given an opportunity to list and rate additional <br /> <br /> <br />issues, needs, and problems, which they think are important and need <br /> <br /> <br />attention in their states. The following section summary lists the ten <br /> <br /> <br />issue questions and summarizes the state responses. Table 3 summarizes the <br /> <br /> <br />individual state responses to the issue questions. <br /> <br />-31- <br />
