<br />authorities are to be measured by comparison to the essential elements <br />contained in the U.S. Committee on Large Dams (USCOLD) proposed Model <br />Dam Safety Law. <br /> <br />2. Compare the previous status of each state's dam safety program with <br />the present status. This comparison will illustrate the progress, <br />lack of progress, or regression by each state. <br /> <br />This objective will be met by analyzing the state activities in <br />regulating dam safety to determine if there has been a change in: <br /> <br />a, state statutory authority for regulating dam safety <br /> <br />b. performance of states in terms of funding and personnel resources <br />in accomplishing their statutory responsibilities for dam safety; <br />and <br /> <br />c. relevant issues concerning the fundamental Federal, state, <br />local, and private sector roles and missions in dam safety. <br /> <br />3. Prepare and provide FEMA a complete and current file of State dam <br />safety laws and regulations from which the analysis and reassessment <br />is made. <br /> <br />4. Estimate the future state regulatory trends and needs. <br /> <br />j <br /> <br />A separate, fifth objective was appended by the author, on a voluntary <br /> <br />basis, to update the 1982 Corps of Engineers' National Program of Insoection <br /> <br />of Non-Federal Dams data on (1) number of inventoried dams, (2) number of <br /> <br />"unsafe" dams, and (3) number of "high hazard" dams. <br /> <br />Two sets of questionnaires were sent out to each of the fifty states <br /> <br />during the period July-August 1985. <br /> <br />The questionnaires were directed to <br /> <br />officials who were known to have responsibilities for state dam safety <br /> <br />programs, as determined by the Association of State Dam Safety Officials <br /> <br />(ASDSO), in cooperation with the Council for State Governments. <br /> <br />The first questionnaire addressed the first four objectives on statutory <br /> <br />authority, resources, major issues and needs, and comments about state <br /> <br />progress. <br /> <br />The second questionnaire addressed the fifth objective on <br /> <br />updating dam inventory and inspection data, <br /> <br />.10. <br />
