Studv Results <br /> <br />This section summarizes the state responses to the first survey <br /> <br />questionnaire about state programs and issues. <br /> <br />The results of the survey are presented and summarized here according to <br /> <br />the major objectives discussed in Chapter III: <br /> <br />A. COMPARISON OF STATE DAM SAFETY AUTHORITIES, RESOURCES, AND ISSUES <br /> <br />1. Inventorv of Statutorv Functions Performed Under Current Dam Safetv <br />Program <br /> <br />In 1970, the United States Committee on Large Dams (USCOLD) prepared, as <br /> <br />l <br />I <br />I <br />I' <br />I <br />I <br />, <br /> <br />I <br />I <br /> <br />a public service for consideration of the state governors and legislatures, <br /> <br />a Model Law for State Supervision of Safety of Dams and Reservoirs. 4 This <br /> <br />model has already served as a template for improving and developing non- <br /> <br />Federal dam legislation in several states. The Corps of Engineers, in its <br /> <br />report transmitted to Congress in November 1976, included recommendations <br /> <br />for a comprehensive national dam safety program based upon the provisions of <br /> <br />the USCOLD Model Law. The model was recommended as a basis for formulating <br /> <br />state dam safety legislation and regulatory procedures, The importance of <br /> <br />the USCOLD Model Law was reinforced in the 1982 National Academy of Science <br /> <br />Committee on Safety of Non-Federal Dams report to FEMA. One of the major <br /> <br />recommendations of the report called upon the U.S, government, through FEMA, <br /> <br />to encourage states to "Assume and competently discharge their rightful <br /> <br />supervisory responsibilities by promoting state legislation comparable to <br /> <br /> <br />the USCOLD Model Law.,.." 1 In brief, the Model Law provides that states <br /> <br />.11. <br />
