<br />In May 1984, the University of Tennessee conducted an interim state <br /> <br />survey for purpose of updating the 1982-83 study data on state statutory <br /> <br />authority and program resources. <br /> <br />In addition, state officials involved in <br /> <br />organizing the Association of State Dam Safety Officials (ASDSO) requested <br /> <br />that state dam safety officials be surveyed about what problems and issues - <br /> <br />_ technical or non-technical -- an organization such as ASDSO should give <br /> <br />attention and priority to as it formulates its agenda. <br /> <br />A study report, <br /> <br />"Updated Review Sununary of State non-Federal Dam Safety Programs," was <br /> <br />presented at the June 17-20, 1984 National Conference on Dam Safetv Issues <br /> <br />of the 80's -- Responsibilities. Liabilities. and Alternatives, in Denver, <br /> <br />Colorado. 10 <br /> <br />The report indicated that: only 26 states had effective <br /> <br />statutory authority to regulate dam safety. Four states had not enacted any <br /> <br />l <br />I <br /> <br />type of law or did not have effective dam safety legislation. Of 43 states <br />who indicated having a dam safety budget, only 24 states had sufficient <br /> <br />legislation and program budgets. The study showed that the top three major <br /> <br />state dam safety issues or concerns were lack of owner resources for <br /> <br />repairing unsafe dams, need for teohnical guidance on spillway capacity <br /> <br />criteria, and inadequate funding for state dam safety programs. <br /> <br />III. 1985 Studv Objectives <br /> <br />FEMA, in its continuing role to coordinate and encourage non-Federal dam <br /> <br />safety programs for reducing the hazard to the public of unsafe dams, <br /> <br />contracted with the University of Tennessee to update the 1982 state survey <br />data and the February 28, 1983 report. <br /> <br />The objectives and scope of this study and report are as follows: <br /> <br />1. Reassess each state's overall effectiveness toward achieving a viable <br />dam safety program. The effectiveness of each state's statutes and <br /> <br />.9. <br />
