<br />standards for dams; and (7) national legislative needs, such as proposed by <br /> <br />U.S. Senator James McClure. <br /> <br />A UT study report, "Review of State non-Federal Dam Safety Programs," was <br /> <br />presented to FEMA on February 28, 1983.7 A survey of all states showed that <br /> <br />over half of the states still did not have adequate dam safety legislation <br /> <br />and adequate resources and personnel to conduct effective and "sustainable" <br /> <br />programs. Only 21 states representing just thirty-nine percent of all non- <br /> <br />Federal dams, had over ninety-five percent of the total state dam safety <br /> <br />program budget and seventy-four percent of the total state dam safety <br />personnel. The 1983 survey report further revealed that <br /> <br />1. 45 states agreed that emergency action planning should be prepared for <br />non-Federal dams. <br /> <br />2. 43 states agreed that a national inventory of non-Federal dams should <br />be maintained. <br /> <br />3. 41 states agreed that there should be strict owner compliance with <br />operation and maintenance agreements for non-Federal dams built with <br />Federal assistance. <br /> <br />4. 46 states agreed that they should be encouraged to enact effective dam <br />safety legislation patterned after the USCOLD Model Law. <br /> <br />5. 43 states recommended that a national association of state dam safety <br />officials should be organized as a continuing vehicle for discussing <br />common dam safety problems and needs. <br /> <br />6. 47 states agreed that the development and promotion of risk assessment <br />methods for use in state dam safety programs should be encouraged. <br /> <br />7. 44 states recommended that the Federal government should developed <br />alternatives for helping owners repair their unsafe non-Federal dams. <br /> <br />8. 47 states wanted FEMA to coordinate dam safety training courses for <br />state personnel and owners. <br /> <br />9. 39 states thought that the concept of dam safety insurance for states <br />and dam owners should be researched and developed. <br /> <br />10. 48 states recommended that a team of experts should be available, upon <br />request, to investigate causes of non-Federal dam failures. <br /> <br />-8- <br />
