Evaluation of a new levee located to the west of the fairgrounds that would provide
at least a tOO-year level of protection for structures between South 8th Avenue and
South 4th Avenue.

. Evaluation of the level of protection and reliability provided by the newly
constructed levee located on the north side of the city near North 4th A venue and
Boone Street.

. Identification of a conceptual closure structure for the above levee where it crosses
Boone Street.

. Evaluation of the level of protection and reliability provided by the private ring
levee located along the Rock River near East Street.

SCOPE OF STUDY

The study is of conceptual-level detail and is based on information from meetings
between the City and the Omaha District, existing data sources, general site inspections,
cursory analyses, and engineering judgment. This study was conducted in sufficient
detail to evaluate the preliminary construction quantities and costs for the proposed
improvements.

PREVIOUS SECTION 205 STUDY

A Section 205 Reconnaissance Study was conducted by Greenhome & O'Mara, Inc. for
the Omaha District in order to address flooding problems along the Rock River at Rock
Rapids, Iowa. The federally funded reconnaissance-level study was initiated in
response to a letter dated August 9, 1993 from the City to the Omaha District. The
Omaha District requested and received funds to initiate a reconnaissance study of flood
problems on the Rock River and its tributaries in the vicinity of Rock Rapids. A Problem
Identification Report (Greenhome & aMara, Inc., April, 1995) was published as part of
that study which evaluated existing flood probIems at Rock Rapids. The published
information was used by the Omaha District to determine whether or not there would
be a Federal interest in conducting further (feasibility-level) studies at this location

2
