<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />After careful review, the Omaha District determined that there were not enough <br />expected annual flood damages within the city of Rock Rapids to warrant proceeding <br />with the original reconnaissance study. <br /> <br />STUDY AREA DESCRIPTION <br /> <br />Rock Rapids is located in Lyon County in northwestern Iowa, approximately 65 miles <br />north of Sioux City, Iowa. The majority of Rock Rapids lies to the west (right bank <br />looking downstream) of the Rock River and is located in the lower half of the Rock <br />River basin. The mouths of two named tributaries of the Rock River, Moon Creek and <br />Tom Creek, are located in the vicinity of Rock Rapids. The primary north-south <br />highway serving Rock Rapids is U.S. Highway 75, while the primary east-west highway <br />is State Highway 9. <br /> <br />EXISTING IMPROVEMENTS <br /> <br />The City has an existing levee on the north side of the city which extends along the right <br />bank of Moon Creek and the Rock River in the vicinity of North 4th Avenue and Boone <br />Street. The original levee was constructed during 1%9 as a result of flooding damage <br />which occurred during that same year. Sand bags were placed along the top of the <br />levee during the 1993 flooding in order to raise the levee elevation by about two feet. <br />The City recently improved the original levee by removing the sand bags and building <br />up the embankment with fill material to the approximate elevation of the top of the <br />sand bags. The levee intersects Boone Street and continues for a short distance on the <br />west side of the street where it ties into the old railroad embankment. The improved <br />levee has a crest elevation that is apparently near the level of the highest flood stage <br />during the 1993 events. <br /> <br />There is also a private ring levee along the left bank of the Rock River that protects two <br />residential structures near East Street. The ring levee was constructed after the 1993 <br />flooding events, and was built with funds from private sources. Discussions regarding <br />the evaluation of the ring levee and the City levee follow in later sections of this report. <br /> <br />3 <br />
