TECHNICAL ASSISTANCE REPORT

INTRODUCI10N

The city of Rock Rapids (City), Iowa, is located along the Rock River in Lyon County,
Iowa. Plate 1 presents a vicinity map and a location map for the Rock Rapids area.
Flooding has occurred periodically throughout the Rock River basin as recently as May
and July of 1993. The City sustained damages in several areas of the city during the
1993 flood events. This Technical Assistance Report addresses background information
and summarizes results of hydraulic analyses and conceptual designs which are
intended to provide the City with plans that would help to mitigate existing flooding
problems.

This federally funded study was initiated in response to a meeting held during May of
1995 between the City and the Corps of Engineers Omaha District (Omaha District).
The Omaha District requested and received funds to initiate a study to develop
conceptual flood control plans which the City could implement to help reduce flooding
problems along the Rock River in the vicinity of Rock Rapids.

STUDY PURPOSE

The purposes of this study were to evaluate existing flood control facilities and to
identify conceptual designs for mitigating flood probIems along the Rock River that the
City could implement on its own. In addition, this report would provide preliminary
construction cost estimates for the proposed flood control improvements.

For the purpose of providing flood protection facilities that the City could implement
on its own, the Omaha District met with officials and civilians from the City in order to
discuss feasibIe measures. The alternatives that the City was interested in having
further analyses performed are as follows:
