Again, these elevations do not take into account any <br />freeboard for the levee. <br /> <br />The levee at site "B" would not have any significant impacts on the Rock River 100-year <br />water surface elevations. The levee is not located in the FEMA designated floodway, <br />but is located along the flood fringe. The flood boundaries of the Rock River and Moon <br />Creek would not be adversely affected. <br /> <br />Evaluation of Site "C" <br />Analyses for site "C" included evaluation of the existing private ring Ievee along the <br />Rock River near East Street in terms of its level of protection and reliability. The effects <br />of the levee on existing conditions flood boundaries were also analyzed. <br /> <br />The existing ring levee was constructed after the 1993 flooding events and partially <br />encloses two residential structures. The structures are enclosed by the levee to the <br />south and west, East Street to the east, and open land to the north. During the 1993, <br />flood water from the Rock River reach the basement level of the structures, but never <br />reached the first floor elevations according to verbal accounts. <br /> <br />Information regarding the private ring levee was obtained through telephone <br />communication with the property owner. Apparently, permits were obtained from the <br />Corps of Engineers, SCS, DNR, and ASCS for the ring levee construction. The levee was <br />also inspected by the Corps after construction. It is unclear as to what kind of permits <br />and what kind of inspections were made for this private levee, however the Corps <br />permit states that the levee has no impact to the lOG-year water surface elevation. The <br />height of the levee is approximately 5 to 6 feet above the existing ground level and it <br />has a concrete cutoff along the center of the levee which is approximately 3 feet deep. <br />The levee material was taken from the surrounding area, and was placed and <br />compacted using a scraper and a front end Ioader. The levee begins near East Street <br />and continues to the northwest where it ties into high ground on the northwest side of <br />the property. The side slopes of the levee are covered with unknown types of <br />vegetation. The levee was constructed to provide a lOG-year level of protection. <br />Available information regarding the design of the levee was requested from the <br />property owner, however it was not received in time for inclusion in this report. <br /> <br />13 <br />
