1.0 INTRODUCTION

1.1 Purpose

The purpose of the catalog is to assist local government officials and others in finding the
closest vertical control benchmark or reference mark for use in determining base flood (100-
year) elevations at specific sites in Colorado,

1.2 Scope

The scope of this project includes all known "benchmarks" and "reference marks" for those
communities in Colorado which are participating in the National Flood Insurance Program
(NFIP), The CWCB has attempted to include benchmark and reference mark data for all 63
counties in the state of Colorado,

1.3 Authority

This task was supported by funding through the Federal Emergency Management Agency
(FEMA) Cooperative Agreement No, EMD-90-K-0125 as part of the Community Assistance
Program-State Support Services Element of the National Flood Insurance Program, The
substance and findings herein are dedicated to the public, The contents do not necessarily
reflect the views and policies of the federal government, The CWCB is the state coordinating
agency for the NFIP in Colorado,

1. 4 Sources

The CWCB considered three (3) sources in compiling this database,

In the fall of 1989, the CWCB sent out a request for vertical control data to communities in
the state which are participating in the National Flood Insurance Program, Thirty-seven
communities which have vertical control networks responded,

The CWCB secured benchmark data from the NatiOnal Geodetic Survey (NGS), formerly
known as the U,S, Coast and Geodetic Survey, This data included USGS benchmark
information as well as its own sources of data, The CWCB obtained elevation data in a
digital format from the NGS to combine with the data from Colorado community officials.

The CWCB also reviewed the collection of monument descriptions on file with the Colorado
State Board of Registration for Professional Engineers and Professional Land Surveyors
Board, The PE&LS Board has collected well over 73,000 monument descriptions since 1970,
However, these records have not been tabulated, and they are only available on the original
single sheets of paper as submitted by various engineers and surveyors, It was beyond the
scope of this project to computerize this important database.

1
