,iatershed Problems

The principal watershed problem involves control of runoff,
which causes significant floodwater, sediment, and erosion damages
to crops, roads, bridges, fences, and floodplain lands,

The cost of land treatment measures applied to date in the
watershed is J810,482, Additional land treatment to be installed as
part of the watershed program will include the accelerated application
of measures to reduce floodwater runoff and sediment production on
watershed lands and will consist of such measures as land leveling,
pasture planting, improved water application, stripcropping, gradient
terraces, grassed waterways, grade stabilizing structures, woodland
management, and \vildlife area plantings, To protect the timber,
grazing lands, and the farm improvements, additional funds will be
provided to increase the level of fire protection and control on the
private forest and brush lands in the area,

The total installation cost of these additional land treatment
measures on non-Federal lands is estioat2d at $359,479, of which
$34,190 will be Federal (Public La,,, 566) cost for technical assistance
and increased fire protection and control and $325,289 will be provided
from ~otherU funds.
Structural Measures for Flood Prevention

i;
t

The structural measures included in the plan consist of 16
floodwater-retarding structures, 8 combination grade stabilization
and floodwater-retarding structures, and 1 diversion channel, The
ccmlbined capacity of the retarding structures is 4,470 acre-feet,
Of this capacity, 3,427 acre-feet is allotted to floodwater-retarding
storage and 1,043 acre-feet to sediment storage (Table 3), The total
cost of these measures is $820,859, of which the Public Law 566 share
is :rli778,460 and the local or "other" share is $42,399, The structural
measures will be designed and constructed in compliance with State
of Colorado policies and regulations,
Damages and Benefits

Average annual damages are estimated at $88,393 without the
project and $37,109 with the project (Table 7), The average annual
benefits (damage reductions) from land treatment measures for
watershed protection are estimated at $3,224, The average annual
