<br />- 17 - <br /> <br />! <br /> <br />75 per cent of the required land treatment measures "Iill be installed <br />or their installation commenced on any sediment source or excessive <br />runoff areas which constitute a serious hazard to the satisfactory <br />design, operation, or maintenance of structural works of improvement <br />for flood prevention proposed for installation; (4) executed project <br />agreement for construction of works of improvement; and (5) executed <br />proper maintenance and operation agreements. <br /> <br />~' <br />~ <br />W, <br />l. <br /> <br />The proposed works of improvement have been divided into four <br />construction units as shown in Table 2. All necessary land easements <br />and rights-of-way will be obtained for each construction unit before <br />Federal financial assistance is made available for installation of <br />any part of that unit. <br /> <br />I <br />~ <br />J <br />I <br /> <br />" <br /> <br />The installation period for the structural measures is five <br />years with scheduling for construction as follows: <br /> <br />Fiscal Year <br />1960-1961 <br />1961-1962 <br />1962-1963 <br />1963-1964 <br />1964-1965 <br /> <br />Construction Unit <br />1 <br />2 <br />3 <br />4 <br />Complete unfinished jobs <br /> <br />i; <br />" <br />. <br /> <br />Technical specialists will be provided by the Soil Conservation <br />Service to assist in designing structures, preparing specifications, <br />supervising construction, preparing contract payment estimates, <br />making final inspections, executing certificates of completion, and <br />performing related duties in the establishment of the planned <br />structural measures for flood prevention. <br /> <br />I <br /> <br />f <br /> <br />PROVISIONS FOR OPERATION AND MAINTENANCE <br /> <br /> <br />~ <br />I <br />[i <br />i <br />,;' <br /> <br />The various features of cooperation between the cooperating <br />parties have already been covered in appropriate memoranda of under- <br />standing and working agreements. Detailed understandings and agree- <br />ments will be arrived at as the project progresses and as it becomes <br />necessary. <br /> <br />Land Treabnent Measures for Watershed Protection <br /> <br />Land treatment measures for watershed protection will be installed <br />and maintained by the landowners and operators of the farms and <br />ranches on which the measures are applied under agreement with the <br />Cherry Creek Soil Conservation District. Representatives of the <br />Soil Conservation District, Soil Conservation Service, Forest <br />Service, and Colorado State Forest Service will make periodic <br />inspections of the land treatment measures to determine maintenance <br />needs and will encourage landowners and operators to perform <br />periodic maintenance. <br />
