<br /> <br />State of Colorado l276-DR-CO <br />Interagency Hazard Mitigation Team Report <br /> <br />July 1999 <br /> <br />ISSUE: Flood-prone property ownership responsibility <br /> <br />BACKGROUND: State and Federal disaster recovery programs and policies have led <br />the average floodplain resident to believe that impacts from <br />naturally-occurring flood events are somehow the responsibility of <br />the government. <br /> <br />RECOMMENDATION: I. Promote the concept of people accepting responsibility for <br />living in floodprone areas through Floodplain Management <br />Workshops which include flood-prone property ownership <br />responsibility as a topic. <br /> <br />2. Seek legislative support to adopt state legislation similar to the <br />federal policy that refuses disaster assistance to individuals <br />when they have been previously made an offer to mitigate their <br />problem but refused to undertake that activity. <br /> <br />LEAD AGENCY: <br /> <br />Colorado Department of Local Affairs, Office of Emergency <br />Management <br /> <br />PARTNER AGENCY: <br /> <br />Colorado Water Conservation Board <br />Colorado Association of Storm water and Floodplain Managers <br />Colorado Natural Hazards Mitigation Council <br />Colorado General Assembly <br /> <br />TIME FRAME: <br /> <br />One (I) year for completion of both tasks <br /> <br />IMMEDIATE STEP: <br /> <br />Draft legislation; find sponsor <br /> <br />PROGRESS: <br /> <br />Update progress to State Hazard Mitigation Team during FY 2000 <br />legislative session <br /> <br />FUNDING: <br /> <br />Existing budgets <br /> <br />17 <br />
