State of Colorado 1276-DR-CO
Interagency Hazard Mitigation Team Report

July 1999

ISSUE: More local/regional watershed-based planning is needed

BACKGROUND: There is a lack of adequate data, funding and coordination to
develop multi-jurisdictional comprehensive planning initiatives in
Colorado. Tremendous growth in the past 10-20 years has
increased urbanization and put significant pressure on preserving
the natural and beneficial values of floodplains. A combination of
structural and non-structural mitigation alternative implemented
through a watershed planning approach can effect multi-objective
opportunities throughout several jurisdictions.

RECOMMENDATION: Convene a State Task Force to seek multi-objective and multi-
discipline support for combined structural and non-structural
mitigation alternatives based on a watershed planning approach.
Work with local jurisdiclion to support a watershed based
approach by major drainage basin.

LEAD AGENCY: Colorado Water Conservation Board

PARTNER AGENCIES: Colorado Division of Wildlife
Colorado Department of Local Affairs
Colorado Division of Parks and Ouldoor Recreation
Colorado Division of Water Resources
Colorado Department of Transportation
Natural Resources Conservation Service
U.S. Geologic Survey
Federal Emergency Management Agency
U.S. Fish and Wildlife Service
Bureau of Reclamation
National Park Service

TIME FRAME: Ongoing once the State Task Force has convened

IMMEDIATE STEP: Conduct convening meeting within six (6) month of the adoption
of the current State Mitigation Plan

PROGRESS: Report to State Hazard Mitigation Team and Colorado Natural
Hazards Mitigation Council after convening meeting

FUNDING: Colorado Water Conservation Board

16
