<br /> <br />State of Colorado l276-DR-CO <br />Interagency Hazard Mitigation Team Report <br /> <br />July 1999 <br /> <br />ISSUE: Improve Emergency Warning Systems <br /> <br />BACKGROUND: Two components of emergency waming systems are gathering data <br />and warning the public. National Weather Service, U.S. <br />Geological Survey, Colorado Water Conservation Board and <br />Division of Water Resources, and others gather much of the data. <br />Colorado Office of Emergency Management should coordinate the <br />efforts of all involved agencies. <br /> <br />RECOMMENDATION: In order to ensure timely and accurate warning to the public, the <br />following could be implemented immediately. <br /> <br />Gather and assimilate accurate data through studies and updates of <br />flood-prone areas, or identify areas not previously studied. <br />Additional sensors and reporting devices would improve real time <br />high flow measurement capabilities along flood-prone streams. <br />This would improve warning and also provide scientific flow data <br />for updating flood maps. <br /> <br />LEAD AGENCY: Colorado Office of Emergency Management <br /> <br />PARTNER AGENCIES: National Weather Service <br />U.S. Geological Survey <br />Colorado Water Conservation Board <br />Division of Water Resources <br /> <br />TIME FRAME: Begin immediately and have a plan in place by October 1999 <br /> <br />IMMEDIATE STEP: Draft Memorandum of Agreement between: <br /> <br />Colorado Office of Emergency Management <br />National Weather Service <br />Any other data gathering agencies <br /> <br />PROGRESS: <br /> <br />Update progress in three (3) months to State Hazard Mitigation <br />Team. <br /> <br />FUNDING: <br /> <br />Federal Emergency Management Agency <br />National Weather Service <br />U.S. Geological Survey <br /> <br />18 <br />
