State of Colorado l276-DR-CO
Interagency Hazard Mitigation Team Report

July 1999

ISSUE: Improve Emergency Warning Systems

BACKGROUND: Two components of emergency waming systems are gathering data
and warning the public. National Weather Service, U.S.
Geological Survey, Colorado Water Conservation Board and
Division of Water Resources, and others gather much of the data.
Colorado Office of Emergency Management should coordinate the
efforts of all involved agencies.

RECOMMENDATION: In order to ensure timely and accurate warning to the public, the
following could be implemented immediately.

Gather and assimilate accurate data through studies and updates of
flood-prone areas, or identify areas not previously studied.
Additional sensors and reporting devices would improve real time
high flow measurement capabilities along flood-prone streams.
This would improve warning and also provide scientific flow data
for updating flood maps.

LEAD AGENCY: Colorado Office of Emergency Management

PARTNER AGENCIES: National Weather Service
U.S. Geological Survey
Colorado Water Conservation Board
Division of Water Resources

TIME FRAME: Begin immediately and have a plan in place by October 1999

IMMEDIATE STEP: Draft Memorandum of Agreement between:

Colorado Office of Emergency Management
National Weather Service
Any other data gathering agencies

PROGRESS:

Update progress in three (3) months to State Hazard Mitigation
Team.

FUNDING:

Federal Emergency Management Agency
National Weather Service
U.S. Geological Survey

18
