Slate of Colorado 1276.DR-CO
Interagency Hazard Mitigation Team Report

July 1999

Examples of such projects include:

. Acquisition and relocation of structures from hazard-prone areas;
. Retrofitting, such as floodproofing to protect structures from future damage;
. Elevation of structures or utilities; and
. Small structural hazard control, such as debris basins; floodwalls; rip rap; or wetland
restoration.

This program is administered by the state. Further information can be obtained from the
Colorado Hazard Mitigation Officer at (303) 273-1622.

Mitigation under the Public Assistance Program

Eligible Section 406 mitigation measures are approved under the Public Assistance Program.
Eligible mitigation includes measures that eliminate or reduce the risk of future damages from
similar events. Mitigation measures must be cost effective.

Inspectors, technical advisors and applicant personnel are instructed to be on the alert for
potential mitigation measures for damaged facilities. Applicant briefings and inspector training
sessions discuss potential mitigation measures. Under Public Assistance Mitigation activities,
the mitiga1ion element is restricted to the actual damaged site. Some examples are:

. Relocation of substantially damaged facilities in hazardous or repetitive loss
locations;
. Encourage construction standards that incorporate hazard mitigation measures.

Mitigation through the Individual Assistance Program

Where appropriate, FEMA has provided for mitigation gran1s through the Disaster Housing
Grant Program. If an eligible item was damaged, and mitigation was a viable option, funding
was provided. A few of the items included in the Individual Assistance Mitigation Program
include:

. Elevation/relocation of utilities (including washer, dryer, furnace, water heater, and
electrical panel)
. Installation of floor drain plug
.
