<br /> <br />State of Colorado l276-DR-CO <br />Interagency Hazard Mitigation Team Report <br /> <br />July 1999 <br /> <br />Mitigation Programs <br /> <br />Mitigation is the cornerstone of emergency management and is an ongomg effort to lessen <br />disaster impacts on people and property. Mitigation involves keeping homes away from <br />floodplains, engineering bridges to withstand earthquakes, creating and enforcing effective <br />building codes to protect property from potential losses ti-om wind (thunderstorms, tornadoes, <br />hail), and to engineer electrical, water, gas and telecommunication transmission lines to <br />withstand the elements. <br /> <br />Mitigation has many pre- and post-disaster programs. All mitigation programs are designed to <br />help states and communities become disaster resistant. For the purposes ofthis report, mitigation <br />programs pertinent 10 this disaster and the State of Colorado in general, are briefly discussed in <br />this section. <br /> <br />Hazard Mitigation Grant Program (HMGP) <br /> <br />FEMA provides funding for hazard mitigation activities through the Disaster Relief Ac1 of 1974, <br />P.L. 93-288, which was amended in 1988 by P.L. 100-707 (the Robert Stafford Disaster Relief <br />Act). <br /> <br />The Hazard Mitigation Grant Program, (HMGP), enables FEMA to make grants to eligible <br />applicants to fund cost-effective measures aimed at preventing future damage. FEMA can fund <br />up to 75 percent of the eligible costs of each project with the state and local match being 25 <br />percent. The HMGP assists state and local communities in implementing long-term mitigation <br />measures and to prevent future losses of lives and property in future disasters following a major <br />disaster declaration. <br /> <br />Section 404 grant funds are determined as 15 percent of the projected obligated grants made <br />under Infrastructure (public Assistance) and Human Services (Individual Assistance) programs <br />plus non.administrative mission assigrunents for each disaster. <br /> <br />Applicant eligibility is the same for the Hazard Mitigation Grant Program as it is for the Public <br />Assistance Program. Applicants who are eligible for the HMGP are: <br /> <br />. State and local governments; <br />. Certain private non.profit organizations or institutions; <br />.
