b. The advertisement for bids,
c. Contractor's proposal,
d. Contract,
e. Bid bond,
f. Performance bond,
g. Payment bond,
h. Notice of Award,
1. Notice to proceed,
j. Sample change order,
k. Sample field order.

The project sponsor will also make the following distribution of plans and specifications:
three sets to the prime contractor, one set to each subcontractor, and one set to the
resident inspector.

5.2.4 Notice to Proceed

Only after each of the above-listed items has been accomplished will the sponsor issue
to the prime contractor a "notice to proceed" letter authorizing the start of construction.
Copies of the "notice to proceed" must be furnished to the CWCB staff and to the
resident inspector. If an award of contract is made to more than one contractor, a
separate letter should be sent to each. (It is the responsibility of the project sponsor to
assure that necessary land purchases, easements, and water rights are acquired prior to
the issuance of a "notice to proceed" to the contractor.)

5.2.5 Pre-Construction Conference

Prior to the start of construction, the project sponsor or the engineer will arrange a
pre-construction conference with the CWCB staff representative for the project, the
resident inspector and the prime contractor. The purposes of the pre-construction
conference are to discuss the work to be done and to review the CWCB construction
administration and payment procedures as outlined in the next section of this Chapter.
A recommended checklist for pre-construction conferences is located in Appendix F of
these Guidelines.

30
