<br />5.0 DESIGN AND CONSTRUCTION ADMINISTRATION <br /> <br />5.1 Introduction <br /> <br />For all approved projects, a loan agreement (contract) is executed between the CWCB <br />and the project sponsor for repayment of all costs incurred by the CWCB. Design and <br />construction activities may begin following execution and approval of the contract The design <br />is prepared by a consulting engineering fiITll and the construction contract is awarded to a <br />qualified, bonded contractor in a competitive bidding process. Throughout the design and <br />construction period, the project sponsor, the CWCB staff and the engineer work together to <br />assure satisfactory and timely completion of the project in accordance with the procedures <br />outlined in the following paragraphs. <br /> <br />5.2 Design and Pre-Construction Activities <br /> <br />5.2.1 Plans and Specifications <br /> <br />Detailed plans, specifications, and cost estimates for the project are prepared by a <br />professional engineer registered in Colorado and must be reviewed and approved by the <br />CWCB staff. The State's review of these documents is only for the purpose of verifying <br />compliance with the contract and shall not be constmed or interpreted as a technical <br />review or approval of the actual design or constmction of the project The bOlTower and <br />its consultant preparing such documents are solely responsible for the accuracy and <br />completeness of any of the construction documents. Plans and specifications for dams <br />and reservoirs must also be reviewed and approved by the Office of the State Engineer. <br />(See "Rules and Regulations for Dam Safety and Dam Construction" by the Office of <br />the State Engineer). Guidelines for the preparation of plans and specifications are <br />provided in Appendix E. <br /> <br />5.2.2 Construction Bids <br /> <br />After approval of plans and specifications by the CWCB and all other review agencies, <br />the project sponsor will advertise for sealed bids from qualified construction contractors. <br />The CWCB staff must be present at the bid opening and must approve the award of the <br />contract <br /> <br />5.2.3 Contract Documents <br /> <br />After the award has been made, the project sponsor will submit to the CWCB staff two <br />sets of bound, executed contract documents, Each set shall consist of; <br /> <br />a.
