c. Task Products - A description of the specific outputs associated with the completion of the task. A study schedule and budget should be submitted as a part of the SP. The schedule should show the amount of time required for each major task and the total amount of time required for the entire study as well as the estimated dates for meetings and submittals. The budget should provide a cost estimllte for the entire study and for each study task. 2.2.3 Coordination Activities Most planning studies will require certain coordination activities between the project sponsor, the study consultant, the CWCB staff, and other organizations and individuals who have an interest in the outcome of the study. Coordination activities may involve progress reports, meetings, workshops, newsletters, summary reports, and advisory committees. The CWCB staff will assist the project sponsor and the consultant in developing a schedule of coordination activities appropriate for each particular study. In general, the more comprehensive studies (such as reconnaissance studies) will require a greater range of coordination activitie~. A feasibility study with a very limited scope, on the other hand, may entail only progress reports and an occasional meeting. 2.2.4 Formulation of Alternatives All studies funded wholly or in part by the CWCB should include the formulation and evaluation of a reasonable number of alternatives for accomplishing the study objective(s). The number of alternatives will depend upon the scope of the study; reconnaissance studies will generally entail a greater number of alternatives than feasibility studies. Alternatives should be developed using both structural and non-structural elements in an attempt to identify the least costly combination of measures for achieving the study objective. Examples of structural elements are storage reservoirs, canals, and pipelines. Examples of non-structural elements are improvements in the management of developed water supplies, water transfers from existing to new uses and new or revised institutional arrangements. Each planning study prepared for the CWCB must include at least one alternative which incorporates non-structural measures. Where non-structural measures are inappropriate for accomplishing the study objective(sl, the study report should so state and provide an explanation. 2.2.5 Description of Alternatives Each alternative should be described in terms of its various components (both structural and non-structural) and the manner in which the proposed facility will operate.
