<br />2.0 GENERAL PLANNING GUIDELINES <br /> <br />2.1 Introduction <br /> <br />This chapter describes the general requirements which apply to all planning studies funded <br />wholly or in part by the CWCB. Guidelines for specific types of planning studies such as <br />reconnaissance studies and feasibility studies are contained in Chapters 3 and 4, respectively. <br />A discussion of the use of evaluation factors in planning is presented in Appendix B, <br /> <br />2.2 Planning Process <br /> <br />The following paragraphs outline a recommended procedure for the conduct of all <br />planning studies (reconnaissance or feasibility). The process may vary somewhat with the scope <br />and requirements of each study. The project sponsor and the study consultant should discuss the <br />process to be used for a particular project with the CWCB staff prior to initiating work on the <br />study. <br /> <br />2.2.1 Study Objective <br /> <br />Defining the study objective(s) is the first and possibly the most important step in the <br />planning process. The objective is a statement of what the study is intended to <br />accomplish. It should include the need for the project, the problems and oPP011unities to <br />be addressed as well as the expectations of the study participants. The study objective(s) <br />should be stated in the study plan and in the study report. <br /> <br />2.2.2 Study Plan <br /> <br />A study plan (SP) must be submitted to the CWCB staff for approval prior to initiating <br />work on any planning study. The SP is a set of specifications to describe how the work <br />will be performed in each task of the study. <br /> <br />The SP should begin with an introductory section which provides a clear definition of the <br />study objective and a discussion of the general approach to be used in (:onducting the <br />study. Next, the work to be performed should be described by task and by subtask. <br /> <br />For each major task in the study, the SP should provide the following: <br /> <br />a. Task Objective .. A statement of what the task is intended to accomplish and a <br />description of the relationship between this task and other major tasks in the study. <br /> <br />b. Methodology - A step-by-step description of the work to be accomplished in the <br />task. Each subtask should be outlined in the methodology. <br /> <br />II <br />
