<br /> <br />zonin<j <br /> <br />Selective zoning constitute~ a legal tool that can be <br />used to implement and enforce the detailed plans resulting from a <br />land USe planning program and enSUreS the ~st beneficial use of <br />flood plain land~ while safeguarding the safety, health, and welfare <br />of the total community. Designated floodways may be reserved by <br />e~tabli~hing encroachment lines that clearly define the floodway <br />zone. The utilization of flood plain lands adjacent to the floodway <br />is lLmited only by the degree of flood riSk deemed allowable (a de- <br />termination of local government) and the requirements of the City or <br />County zoning criteria for the area. <br />8y general definition, a floodway is that ~ection of the <br />flood plain area provided to convey a design frequency flood ~o that <br />remaining sections of the area Can be used more economically. The <br />"design flood" often selected in connection with floodway determina- <br />tion~ is the lOO-year frequency Intermediate Regional Flood. In <br />te~s of maintaining a reasonable balance between the advantages of <br />reducing potential flcod losses and the disadvantages of overly re- <br />stricting land use, this flood's heights and areal limits are consid- <br />ered most practical for use in gaining the goals SOught through <br />selective zoning. To maximiz<l the an!s avaihble for economic develop- <br />ment, a floodway les~ wide than that required for the unconfined <br />flood can be designed to convey flood flows with an allowable rise <br /> <br />Subdivision Regulations <br />Subdivisio~ regulations are used by lceal governnents to <br />specify the manner in ",hic/1 lar.ct may be divided. They ~ay prescribc <br />the ",idth of streets, curb and gutter requirements, lot si~es. eleva- <br />tions of land to avoid flooding, size of flood",ays, and other require- <br />ments affecting the welfare and safety of the cormunity. These regu. <br />lations provide an effective means of controlling cons~ructicn and <br />preserving floodways in presently undeveloped flood Plain areas. <br /> <br />. <br /> <br />Building Codes <br />Building codes, in addition to the more conventional <br />construction standards set forth, stould also specify provisions <br />that assure the structural integrity of buildings d~ring flood periods. <br />Requirements to reduce flood damages include elevation control, con- <br />siderations of strength and deterioration. s~scepti~ility involving <br />materials, proper anchorage, and floodproofing criteria. <br /> <br />of not ~re t~~n One foot above the unconfined flood's "~ter surface <br /> <br />Floodproofinq <br />Floodproofing measureS can be effectively applied to <br />h>th existing and proposed st.-uctures in rela~ivcly lo~'~risk ha~ard <br />"reas.
