The Secretary has authority to delay payment of non-Federal <br />contribution for up to one year' after start of construction, subject to <br />payment of interest up to 6 months. In addition, any cost-sharing <br />agreement for flood control or agricultural <br />water supply is subject to the ability of the non-Federal interest to <br />pay, as determined by the Secretary. <br /> <br />Section 104. General Credit for Flood Control <br /> <br />Establishes guidelines for providing credit for the cost of compatible work <br />carried out by the non-Federal interests not more than 5 years before <br />enactment. <br /> <br />Section 105. Feasibility StUdies; Planning and Engineering; and Design <br /> <br />A. Feasibility Studies _ Non-Federal interests are required to pay 50~ <br />of the cost of the feasibility study of which no more than one-half of <br />the non-Federal share shall be in-kind services. This does not apply <br />to inland navigation studies. <br /> <br />4 <br />
