<br />Morgan could also be used to transmit emergency messages to local <br />residents in that area. These commercial radio stations could be used <br />for emergency messages to the general public as well as KBTV Channel g <br />for television coverage. <br /> <br />The Larimer County Sheriff and Colorado State Patrol can be dispatched <br />through the same radio system. Weld and Morgan County Sheriffs have <br />their own independent radio system and can be contacted by using the <br />telephone numbers in the communications directory. <br /> <br />In case of dam failure or the release of major flood waters, general <br />communication and evacuation procedures are as follows: <br /> <br />a. The Project Manager and Conservancy District Manager will notify <br />local law enforcement agencies who will notify downstream resident. <br />Evacuation to higher ground is encouraged. <br /> <br />b. The Larimer-Wel d-Morgan County Sheriffs will evacuate or pro- <br />hibit people from entering downstream area if dam failure is immi- <br />nent or if potentially large floods from runoff are predicted. <br /> <br />c. If time allows, project personnel will confirm that all <br />downstream residents have been warned by local law enforcement <br />agencies. <br /> <br />No warning system is installed at the dam. Bureau personnel or local <br />citizens who observe impending failure should notify the Larimer and/or <br />Weld County Sheriffs, who will implement procedures to warn" downstream <br />areas. <br /> <br />EMERGENCY NOTIFICATION PROCEDURES <br /> <br />Note: The telephone is the primary means of communications used by the <br />projects office and Conservancy District personnel and the dam <br />operator to notify civil defense and local law enforcement <br />authorities of an emergency. If telephone communication is not <br />possible, all efforts and means will be used to establish or <br />reestablish communication. <br /> <br />In an emergency, the dam operator has been instructed to immediately <br />contact projects office personnel, who will then contact the appropriate <br />civil defense and local law enforcement authorites. Project office per- <br />sonne 1 (usually the Project Manager) or the dam operator wi 11 contact <br />civil defense and local law enforcement authorities during the emergen- <br />cies described below. <br /> <br />4 <br />
