<br />WHEREAS, a report entitled "Flood Insurance Study, Larimer County, Colorado, . ..
<br />Unincorporated Areas, Volumes 1-3," was prepared by the Federal Emergency Management ..
<br />Agency on March 18, 1986 which includes floodplain information for Dry Creek from its confluence
<br />with the Cache La Poudre River upstream to the corporate limits for Cooper Slough and Boxelder
<br />Creek;
<br />
<br />WHEREAS, a new report entitled "Flood Insurance Study, LarimerCouiity, Colorado,
<br />Unincorporated Areas, Volumes 1-3," was prepared by the Federal Emergency Management
<br />Agency on March 4, 1987 which includes floodplain information for portions of the Fall River, the
<br />Big Thompson River, and Black Canyon and amends the floodplain information in the March 18,
<br />1986 report; and
<br />
<br />WHEREAS, the Colorado Water Conservation Board, as requested by Larimer County,
<br />Colorado, by Resolution No. 272, adopted on March 13, 1987, approved and designated the
<br />floodplain described in said reports; and
<br />
<br />WHEREAS, a new report entitled "Flood Insurance Study, Larimer County, Colorado
<br />Unincorporated Areas, Volume 1 of 3" dated November 17, 1993, has been prepared by the
<br />Federal Emergency Management Agency; and
<br />
<br />WHEREAS, said new report revises, on the basis of new hydrologic analyses for the
<br />Boxelder Creek and the Cache La Poudre River Basins, previously designated floodplain
<br />information for certain reaches of Boxelder Creek and the Cache La Poudre River; and
<br />
<br />e
<br />
<br />WHEREAS, said new hydrologic analyses consider the effects of the Boxelder Creek
<br />Watershed Project by the U.S.D.A Soil Conservation Service, which is a flood control project; and
<br />
<br />WHEREAS, said new report includes approximate floodplain information for Cooper Slough
<br />that was previously included in the March 18, 1986 report, which was previously designated as
<br />detailed information by Resolution No. 205; arid
<br />
<br />WHEREAS, said new report includes approximate floodplain information for Coal Creek
<br />and Indian Creek that was previously included in the September 1978 report but was not designated
<br />by Resolution No. 128; and
<br />
<br />WHEREAS, the Board of County Commissioners of Larimer County, Colorado has
<br />requested the Colorado Water Conservation Board to designate and approve the detailed
<br />floodplain information set forth in the aforesaid new report; and
<br />
<br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado
<br />Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and
<br />
<br />WHEREAS, Section 37 -60-106( 1 )( c), Colorado Revised Statutes, directs the Colorado Water
<br />Conservation Board to designate and approve storm or floodwater runoff channels or basins and
<br />to make such designations available to legislative bodies of local jurisdictions; and
