<br />. <br /> <br />Background <br /> <br />In cooperation with the CWCB, the county has mapped the <br />laO-year floodplain for the White River on 2-foot contour <br />interval maps. The results of the study were published in a <br />floodplain informaiton report and the floodplain administrator <br />maintains a set of official floodplain maps, on a scale of 1 inch <br />equals 200 feet, showing topography, buildings, roads, and the <br />lOa-year flood boundaries. <br /> <br />The county is enrolled in the Emergency Phase of the <br />National Flood Insurance Program (NFIP). A Special Flood Hazard <br />Boundary Map has been published by the Federal Emergency <br />Management Agency (FEMA) and is in substantial agreement with the <br />earlier study which has been designated and approved by the CWCB. <br /> <br />The floodplain ordinance adopted by the county satisfies <br />FEMA's minimum requirements for the Emergency Program. The key <br />elements are briefly listed below: <br /> <br />. a two district floodplain based on the flood hazard <br />area concept with an' lS-inch depth separating the high <br />and low hazard areas. <br /> <br />. a 1.0 foot freeboard (i.e., the lowest inhabitable <br />floor must be 1.0 feet above the laO-year flood <br />elevation) . <br /> <br />. <br /> <br />a 15 foot offset is required from the lOa-year <br />floodplairi boundary to provide for evacuation and to <br />minimize potential erosion problems. <br /> <br />. <br /> <br />. Floodproofing must be provided in the low hazard area <br />where laO-year flood velocities exceed 3 feet per <br />second. <br /> <br />Materials <br /> <br />In accordance wittt procedures established by the county <br />planning commission, the following materials have been provided <br />for the review: <br /> <br />. a copy of the preliminary site plan prepared by the <br />applicant Which also shows a lOa-year floodplain <br /> <br />. the official administrative map of the existing <br />lOa-year floodplain <br /> <br />. depth vs. damage curves for various residential <br />structures <br /> <br />. a table of flood insurance rates <br /> <br />. <br /> <br />. <br /> <br />an engineering analysis provided by the applicant at <br />his expense showing the floodplain as it would appear <br />after construction if the project were constructed on <br />fill material. <br /> <br />-')- <br />
