<br />SECTIO~ VIII <br /> <br />CAPITAL J:vIPROVE:vIENTS rlA~ <br /> <br />A. <br /> <br />Bud~et <br /> <br />The City of Cripple Creek will be funding improvement~ to its existing storm <br />drainage system by u~e of revenue transfers from its General Fund to its Capital <br />Improvement~ Fund. In November of 1990, with the approval of limited stakes <br />gaming, the citizens of Cripple Creek began to actively asse~~ the condition of their <br />existing infrastructure and what improvements would be necessary to meet minimum <br />~tandards. To fund these improvement~, the city established an annual fee on <br />gaming devices which is presently $1,200 per device. In addition, the city has been <br />receiving various other gaming industry related revenues. Gaming revcnues and <br />device fees arc entered into the city's General Fund and then transferred to the <br />various city departments for required capital improvements. <br /> <br />, <br />I <br />, <br />I <br />I <br /> <br />For fiscal year 1992, the City of Cripple Creek has budgeted $300,000 for drainage <br />system improvements. Of that fee, a portion has been used for preparation of this <br />master plan. The remaining funds will be used for design and construction of that <br />portion of the priority nQ. 1 drainage improvements which can be completed this <br />year. Itis anticipated that funds available will be adequate to cons tructtheSecond <br />Stn:et tributary outfall from Warren Avenue tn Bennett Avenue and construet the <br />majority of storm sewer improvements on Bennet! Avcnue within tl1e Second Street <br />tributary. Upon completion of the first project in 1992, approximately 1.9 million <br />dollars in recommended improvements will remain. It is recommended that the city <br />hudget between S400.000 and $500,000 over a four'year period beginning in 1993, <br />such that all drainage system improvements can be completed by L\I\lb. <br /> <br />VIII.! <br /> <br />B. <br /> <br />Flood Plain Desi~nations and Revisions <br /> <br />As previously indicated, the U.S. Department of Agriculture Soil Conservation <br />Service is presently preparing a Flood Plain Managemem Study for the City of <br />Cripple Creek. This study will indude mapping indicating the limits of the various <br />flood plains within the city's corporate limits. This mapping will account for all <br />drainage facility improvements made during the 1992 con,truction season but will not <br />account for any other improvements recommended by this report. In addition, SCS <br />has agreed to map the flood plains based on all improvements recommended by this <br />report. Mapping associated with future improvements will be provided only for <br />comparison of what impacts the recommended improvements will have on the limits <br />of the flood plain. The flood plain mapping associated with recommended <br />improvements will not be available for public use. <br /> <br />Once eompleted, the Flood Plain Management Study and associated flood plain <br />information will he provided to the Federal Emergency Management Agency <br />(FEMA) for puhlication of a new Flood Insurance Ratc Map (FIRM). Once FEMA <br />has accepted thc Flood Plain Management Study prepared by SCS and published <br />their flood insurance mapping, changing the information containe dtbereinrequires <br />a Letter of Map Revi5ion (LOMR). A community must reque,t a conditional flood <br />plain revision hefore permitting any encroachment into a regulatory floodway. A <br />map revision is required whenever actions increase or decrease the base flood <br />clevations published by FEMA. A community's base flood elevations may increase <br />or decrease resulting from physical changes affecting flood eonditiolls, therefore "as <br />soon as practical but not later than six months after the dale such data hecomes <br />available, a community shall notify the Administrator of the change, by submitting <br />technical or scientific data in accordance with this part."
