Most communities, including Cripple Cred, pass the responsibility for <br />developing technical data to developers and permit applicants. <br /> <br />Requests for map revisions may be made by either a community or private party. <br />In either case, the application package mllst contain all technical documcntationand <br />certifications needed for the uniquctype ufrevisionrequested,s uch as map revision <br />based on fill or f100dway revision, etc. The application must focus on FEMA's <br />technical standards andccrtification requirements for map revis ions. A map revision <br />checklist is available from FEMA for this procedure. Requests for map revisions by <br />private parties must he submitted through the community's designa tedfloodplain <br />administrator. TIte local official will then forward the application package with any <br />community comments to the FEMA regional office in Denver. The FEMA regional <br />office reviews revision requests and forwards requests directly to FEMA-FIA in <br />Washington D.C. for processing. <br /> <br />After FEMA receives a revision request, a preliminary review is performed to assure <br />aU necessary documentation is provided. FEMA will not undertake a detailed review <br />or further action on any requeSluntil all required documentation is provided. Once <br />all required documentation is provided, FEMA will begin their detailed review which <br />typically takcs approximately 90 d,lYS. After completll1g the detailed review. FEMA <br />again informs the LOMR applicanl of any additional supporting data that must he <br />submitted. No further action will he laken Or! the request until the required <br />supporting data is received. Oncc all rcquircd dala is received. FEMA will eomplete <br />its review and determine whether changcs are warranted and advisc the applicant <br />accordingly by letter. If changes are warranted. FEMA will either initiate a physical <br />map revision (reput>1ication of the map) <lr i'~lle a LOMR. It will be beneficial forallpanies <br />to coordinate improvements within the existing flood plain such that a minim.al <br />amount of map revisions are necessary. It appears from looking at the fees <br />associated with map amendments and the amount of technical dala required that <br />even minor map amendments could cost as much as $10.000 to cumplete. More <br />extensive map amendments will undoubtedly cost substantially more. It is the city's <br />position that required map amendments for presently undeveloped properties will be <br />completed at the cost of the developer of said propeny. <br /> <br />c. <br /> <br />Develoument Plan Review <br /> <br />Those parties whhing to develop property within the corporate limits of Cripple <br />Creek will be required to suhmit to the city for review a Drainage Facilities Plan in <br />eonjlloction with their development plan. Thc Drainage Facility Plan will be <br />completed in accordance with the requirements of this Drainage Master Plan and <br />shall addres> h(}wal1 runofl" entering a property will be interceptcd, con veyedand/or <br />detained. The plan shall <ll,o lOclllde detailed drainage cnmponentdesign. Theplun <br />will he reviewed for conformity to the requirements of this Draio<lge Ma~tcr Plan and <br />for mitigation of impacts on adjacent prnpcrty.
