<br />Staff IExperience and Technical Competency <br /> <br />Work on the FSRDP for the selected firm will consist of the technical <br />review of floodplain studies carried out by others. Given the large number <br />of stud ies to be reviewed and likely variation in comm un ity characteristics, <br />a wide range technical approaches and levels of detail are anticipated. <br />To provide timely, thorough and technically competent reviews of the <br />floodplain studies, the projE~ct team must have extensive experience in <br />the areas of hydrology, hydraulics and floodplain studies. In addition to <br />this, it is important to recognize the significant role of the reviewer of <br />these studies. Having completed post-flood assessments for flood events <br />occurring throughout the western United States, Montgomery Watson is <br />acutely aware of the tremendous damage to lives and property which <br />can result from the flooding of developed areas. Because of these factors, <br />we do not believe that the study review work of the FSRDP can be <br />properly or effectively carried out by inexperienced or junior staff. <br /> <br />Montgomery Watson's approach to this critical element of the project <br />has been to assemble a project team consisting only of individuals who <br />possess this requisite level of experience. The subjects of hydrology, <br />hydraulics and floodplain studies have be'2n the career focus of each of <br />the four proposed key team members. Essentially, "this is what we do." <br />Details of the experience of each team member are provided in Section <br />7 and full resumes are included at the end of this SOQ. Montgomery <br />Watson does not propose the use of junior staff to carry out any Floodplain <br />Study Reviews.
