The Rules and Regulations document sets forth <br />the criteria for approval of "detailed" and "approximate" studies including <br />mapping and reporting specifications and criteria for hydrologic and <br />hydraulic analysis. In the case of approximate studies, at least the 100- <br />year discharge must be computed by one of a number of generally <br />standard methods. To help facilitate the designation of approximate <br />studies that do not currently contain the required hydrologic information, <br />the CWCB has assembled Guidelines for Determining 100-year Flow <br />for Approximate Floodplains in Colorado. This study utilizes discharge <br />and drainage area data from currently or soon to be designated floodplain <br />studies in the State of Colorado to generate regional regression equations <br />for 1 OO-year discharge. The CWCB has indicated that a number of studies <br />to be included in the FSRDP will require the computation of 100-year <br />flows using this document to facilitate designation by the CWCB Board. <br /> <br />To assure correct application of these documents, Montgomery Watson <br />has taken the initiative to become familiar with both the "Rules and <br />Regulations" and the "Guidelines for Determining 1 OO-Year Flood Flows" <br />and can confidently apply both to the FSRDP. Our highly experienced <br />staff has experience in applying similar rules promulgated by FEMA and <br />experience in applying hydrologic regression equations as presented in <br />the Guidelines for Determining 100-Year Flood Flows. <br /> <br />Coordination with CWCB Staff <br /> <br />For the FSRDp' the selected engineering firm will assume only a portion <br />of the responsibilities of the CWCB in reviewing studies. The CWCB will <br />still handle many aspects of the process including meeting with local <br />officials to discuss floodplain issues and interaction with the governing <br />Board of the CWCB. Because of this sharing of responsibilities, we believe <br />that the FSRDP will be more of a team <br />endeavor than some projects and that <br />consistent cooperation and coordination <br />between the selected firm and the CWCB will <br />be required. <br /> <br />Montgomery Watson recognizes the <br />importance of this ingredient for Program <br />success and will make the necessary time <br />commitments to assure efficient teamwork. <br /> <br />"Mon(gomery W.1tson has provided <br />professional, knowledgeable staff for our <br />project.~.
