<br />SECTION 5 <br /> <br />. <br /> <br />PROJECT A.PPROACI-I <br /> <br />In this Project Approach section of our Statement of Qualifications, we <br />identify those elements of the Floodplain Study Review and Designation <br />Program (FSRDP) which will be critical to its success, and present our <br />proposed approach to each of thes'~ elements. Based on our <br />understanding of the FSRDF~ we believe that four factors will contribute <br />heavily to its success: <br />. Allocation of adequate staff throughout the approximately year-long <br />contract period <br />. Project team experience and technical competency in the areas of <br />hydrology, hydraulics and floodplain studies <br />. Application of CWCB criteria for floodplain study designation <br />. A teamwork approach and extensive coordination with CWCB staff <br />Details of our approach to addressing each of these important issues are <br />presented in the following sections. <br /> <br />Allocation of Resources Over an Extended <br />Period <br /> <br />The FSRDP is a unique project for a consulting firm to undertake, <br />especially from the perspective of deliverables and schedule. Instead of <br />a single product due on a single day, the FSRDP consists of a large <br />number of stand-alone deliverables due at regular intervals throughout <br />the year. The ability of the selected firm to regularly allocate resources <br />and staff to the FSRDP over an approximately year-long contract period <br />will be critical to the success and timely completion of the Program. In <br />consulting, as with any business, workload is often feast or famine and <br />some floodplain study reviews will likely have to be carried out during <br />busy times of the year.
