historical flow path and consequently, some of these develop-
ments have experienced frequent and rather serious drainage
related problems, In an effort to alleviate the drainage
problems which already exist and to insure that future develop-
ments are not constructed in flood hazard areas, the City of
Fort Collins,in cooperation with the Colorado Water Conservation
Board (CWCB), initiated a study of the basin referred to as
the West Vine Drainage Basin Study, In Junc of 1980 Engineering
Professionals, Inc. ';,'as retained by the City to prepare the
study, In response to the contract for said project, the study
has now been completed and the results are included herein,

A TeChnical Committee was established by the City to administer
the West Vine Drainage Basin Study, The committee consisted
of Marc Engemoen and Bob Smith of the City's Engineering Services
Division, and Randy Seaholm of the Colorado Water Conservation
Board. Throughout the course of this study valuable assistance
and information was given by these individuals, and their help
has been greatly appreciated. DClring the prclininary invQstiga-
tion~ phase of this projeot, mPDtings Were held with the various
entities which affect and/or are affec-ccd by stOHt runoff within
the drainage basin, The~e entities dnd th~ individuals 3ssoci~t€d

The purpose for this drainage study was two-fold, One major
objective was to delineate flood hazard areas and to determine
the potential severity of flooding in said areas, The second
major objective was to prep~re alternative drainage improvement
schemes and rrovide sufficient data to allow evaluation of the
alternatives to arrive at the best alternative drainage
improvement scheme bilsed on technical, economic and Pllblic
acceptance criteria.
