<br />WHEREAS, the United States Army Corps of Engineers, Albuquerque District, completed <br />construction of flood control structures, including levees and channel improvements, to protect <br />the City of Las Animas, the Town of Holly, and the developed area of the Town of Granada as <br />listed on Table 4, attached hereto and by this reference incorporated herein; and <br /> <br />'e <br /> <br />WHEREAS, the Federal Emergency Management Agency (FEMA) took actions with <br />regard to said Flood Hazard Boundary Maps for the Town of Holly, for the t oWIi. of Granada, <br />and for the City of Las Animas as described in Table 5, attached hereto and by this reference <br />incorporated herein; and <br /> <br />WHEREAS, the staff of the Board received in May, 1994, from the United States Army <br />Corps of Engineers, Albuquerque District, technical information and documents associated with <br />the construction of flood control structures, including levees and channel improvements, to protect <br />the City of Las Animas, the Town of Holly, and the Town of Granada from IOO-year and larger <br />flood flows from the streams and rivers listed on Tables I and 2; and <br /> <br />WHEREAS, new floodplain information reports, based on said Corps information, have <br />been prepared by the Colorado Water Conservation Board for each of the above-mentioned three <br />communities, as listed in Table 6, attached hereto and by this reference incorporated herein; and <br /> <br />WHEREAS, the new floodplain information reports for the Town of Holly and the Town <br />of Granada provide, on the basis of revised hydraulic analyses reflecting the effects of said Corps <br />flood control structures, detailed floodplain information for the stream reaches listed in Table 7, .- <br />attached hereto and by this reference incorporated herein; and ., <br /> <br />WHEREAS, the new floodplain information reports for the City of Las Animas and the <br />Town of Granada provide, on the basis of revised hydraulic analyses reflecting the effects of said <br />Corps flood control structures, approximate floodplain information for the stream reaches listed <br />in Table 8, attached hereto and by this reference incorporated herein; and <br /> <br />WHEREAS, the IOO-year floodplain on Wild Horse Creek and the Arkansas River near <br />the Town of Holly has been modified to exclude the IOO-year flood from the present corporate <br />limits of the Town and to confine floodwaters to that portion of unincorporated Prowers County <br />that lies west and south of the Corps left (east) bank levee along Wild Horse Creek and south of <br />the Corps left (north) bank levee along the Arkansas River, as shown by the IOO-year floodplain <br />in the Floodplain Information Report for the Town of Holly, dated June 1994; and <br /> <br />WHEREAS, the IOO-year floodplain on the Arkansas River near the City of Las Animas <br />has been modified to exclude the IOO-year flood from the corporate limits of the City and to <br />confine floodwaters to that portion of unincorporated Bent County north of the City between the <br />Corps right (south) bank and left (north) bank levees along the Arkansas River, as shown by the <br />IOO-year floodplain in the Floodplain Information Report for the City of Las Animas, dated July <br />1994; and <br /> <br />e <br /> <br />2 <br />
