RESOLUTION

WHEREAS, the United States Army Corps of Engineers (Corps), Albuquerque District,
completed floodplain information reports for the Town of Granada, for the Arkansas River and
tributaries from Great Bend, Kansas, upstream to John Martin Dam, Colorado, and for the Town
of Holly on the dates listed in Table 1, attached hereto and by this reference incorporated herein;
and

WHEREAS, said Corps reports provide detailed floodplain information for the stream
reaches listed in Table I; and

WHEREAS, the Colorado Water Conservation Board designated and approved as
floodplain areas those areas described as being iIlUndated by a 100-year flood (or an intermediate
regional flood) as set forth in said Corps reports for the Town of Granada, for the Arkansas River
and tributaries, and for the Town of Holly by the resolutions indexed and dated as shown in
Table I; and

WHEREAS, the Corps and others completed floodplain information reports for the reach
of the Arkansas River near the City of Las Animas on the dates listed in Table 2, attached hereto
and by this reference incorporated herein; and

WHEREAS, said reports provide approximate floodplain information for the stream
reaches listed in Table 2; and

WHEREAS, the Colorado Water Conservation Board did not designate and approve as
floodplain areas those areas as set forth in said reports for the City of Las Animas; and

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) completed
approximate floodplain maps (Flood Hazard Boundary Maps) for the City of Las Animas, for the
Town of Granada, and for the Town of Holly 011 the dates listed in Table 3, attached hereto and
by this reference incorporated herein; and

WHEREAS, a significant portion of the City of Las Animas, a major portion of the Town
of Granada, and a major portion of the Town of Holly was shown as being in the 100-year
floodplain on said approximate maps and subject to the risk of flooding; and

e WHEREAS, the Colorado Water Conservation Board did not designate and approve as
floodplain areas those areas shown on said approximate maps; and
