<br />e <br /> <br />. <br /> <br />e <br /> <br />WHEREAS, the 100-year floodplain on Wolf Creek near the Town of Granada has been <br />modified to exclude the 100-year flood from tbe area within the present corporate limits of the <br />Town of Granada and that portion of unincorporated Prowers County that lies east and south of <br />the Corps right (southeast) bank levee along Wolf Creek and to confine floodwaters to the area <br />within the present corporate limits of the TOWIl of Granada and that portion of unincorporated <br />Prowers County that lies west and north of the Corps right bank levees along Wolf creek to the <br />left (northwest) edge of the 100-year floodplain, as shown by the 100-year floodplain in the <br />Floodplain Information Report for the Town of Granada, dated July 1994; and <br /> <br />WHEREAS, floods larger than the 100-year flood can occur on the Arkansas River near <br />the City of Las Animas; and <br /> <br />WHEREAS, such larger floods may exceed the capacity of the said Corps levees near the <br />City of Las Animas; and <br /> <br />WHEREAS, floods larger than the 100-year flood can occur on Wild Horse Creek, Two <br />Butte Creek, and the Arkansas River near the Town of Holly; and <br /> <br />WHEREAS, such larger floods may exceed the capacity of the said Corps levees near the <br />Town of Holly; and <br /> <br />WHEREAS, floods larger than the 100-year flood can occur on Wolf Creek near the <br />Town of Granada; and <br /> <br />WHEREAS, such larger floods may exceed the capacity of the said Corps levees near the <br />Town of Granada; and <br /> <br />WHEREAS, Section 37-60-106(1), Colorado Revised Statutes 1973, requires the Colorado <br />Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes 1973, provide <br />that such legislative bodies of local jurisdictions may provide zoning regulations for land uses on <br />or along any storm or floodwater runoff channel or basin only after designation and approval by <br />the Colorado Water Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes 1973, directs the <br />Colorado Water Conservation Board to designate and approve storm or floodwater runoff <br />channels or basins and to make such designations available to legislative bodies of local <br />jurisdictions; and <br /> <br />WHEREAS, the hydrologic and hydraulic information contained in said floodplain <br />information reports for the stream reaches listed in Table 7 meets all of the requirements as <br />detailed floodplain information under the Board's "Rules and Regulations for the Designation and <br />Approval of Floodplains and of Storm or Flood Runoff Channels in Colorado" (2 CCR 408-1); <br />and <br /> <br />3 <br />
