WHEREAS, the 100-year floodplain on Wolf Creek near the Town of Granada has been
modified to exclude the 100-year flood from tbe area within the present corporate limits of the
Town of Granada and that portion of unincorporated Prowers County that lies east and south of
the Corps right (southeast) bank levee along Wolf Creek and to confine floodwaters to the area
within the present corporate limits of the TOWIl of Granada and that portion of unincorporated
Prowers County that lies west and north of the Corps right bank levees along Wolf creek to the
left (northwest) edge of the 100-year floodplain, as shown by the 100-year floodplain in the
Floodplain Information Report for the Town of Granada, dated July 1994; and

WHEREAS, floods larger than the 100-year flood can occur on the Arkansas River near
the City of Las Animas; and

WHEREAS, such larger floods may exceed the capacity of the said Corps levees near the
City of Las Animas; and

WHEREAS, floods larger than the 100-year flood can occur on Wild Horse Creek, Two
Butte Creek, and the Arkansas River near the Town of Holly; and

WHEREAS, such larger floods may exceed the capacity of the said Corps levees near the
Town of Holly; and

WHEREAS, floods larger than the 100-year flood can occur on Wolf Creek near the
Town of Granada; and

WHEREAS, such larger floods may exceed the capacity of the said Corps levees near the
Town of Granada; and

WHEREAS, Section 37-60-106(1), Colorado Revised Statutes 1973, requires the Colorado
Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and

WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes 1973, provide
that such legislative bodies of local jurisdictions may provide zoning regulations for land uses on
or along any storm or floodwater runoff channel or basin only after designation and approval by
the Colorado Water Conservation Board; and

WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes 1973, directs the
Colorado Water Conservation Board to designate and approve storm or floodwater runoff
channels or basins and to make such designations available to legislative bodies of local
jurisdictions; and

WHEREAS, the hydrologic and hydraulic information contained in said floodplain
information reports for the stream reaches listed in Table 7 meets all of the requirements as
detailed floodplain information under the Board's "Rules and Regulations for the Designation and
Approval of Floodplains and of Storm or Flood Runoff Channels in Colorado" (2 CCR 408-1);
and
