Planning team breaks up into small <br />teams to interview local decisionmakers 'and interest <br />groups to identify needs and concerns relative to the <br />plan. Break-out rooms are made available for each team. <br />We plan on six teams (at this time): 1) Recreation & <br />open space, 2) structural tlood controVtluvial geQmQr- <br />pholQgy, 3) econQmic sustainability, 4) water quality & <br />erosion control, 5) wildlife & fisheries, and 6) cultural. <br />There will be a NEUTRAL facilitator and recorder <br />fQr each team'. There will be a one and o'ne-half hour <br />(facilitated) session in the morning (following the <br />plenary session) and two in the afternoon, which <br />selected persons of various interests and geographic <br />locations in the basin will attend. These sessiQns will be <br />conducted in a manner similar tQ smaUwork groups. In <br />addition' to issues and'concerns related to the topic(s) <br />of each team, information should be cQllected on <br />potential sQlutions, agencies, individuals or groups. <br />resPQnsible fQr actions and suggested time frames <br />for implementation. <br /> <br />W.oRKSH.oP DAY TW.o <br />Planning teams conduct field resource assessment. <br />. NQTES: Each team will be provided with a van <br />and a local guide with interest in the subject mat- <br />ter of that group. FaCilitators, recorders, and illus- <br />, trators will go along on a space-available basis. <br />Nine mini-vans have been reserved and <br />we are trying to find more. <br /> <br />W.oRKSH.oP DAY THREE.. <br />Teams draft gQal statements and alternative measures <br />to resolve issues and needs in the pla;;ning area b~sed <br />. on the issues and concerns presented tQ their group~, <br />informatiQn gained during their field reconnaissance, <br />and the expertise .represented in each team.. Roving <br />illustrators are made available tQ sketch example plan <br />elements for public review. <br />. NQTES: Facilitators and recorders need to help <br />teams draft goal statements and alternative mea- <br />sures bas~d on information gathered from the <br /> <br />sessions on day one and refined through field <br />reconnaissance and available data. Teams also <br />need to identify parties responsible for implemen- <br />tation, implement~uion time frames, and example <br />plan measures for illustration. Teams should be <br />encouraged to 'ihink of suggested plan measures in <br />a basin-wide, integrated, comprehensive, and <br />holistic manner. <br /> <br />EVE N I N G .0 FWD R K S H.o P DAY T H,R E E <br />Team leaders .or recorders present propQsals for public <br />review in front of studio and South Dakota Public <br />Radio' Network audience compQsed of general public, <br />local decisiQnmakers, and interest groups. Viewers call <br />in with questions for planning teams. <br /> <br />W.oRKSH.oP DAY F.oUR <br />Teams revise plan elements based on public review. <br />Team leaders, form core group to develop cQmposite <br />plan with other team members in background and 10- <br />minute breaks every hour for input and caucusing. <br />. NQTES: "Shuttle diplomacy" will be employed <br />in addition to caucusing. Selected facilitators <br />and/or sub-group members will have the oppor- <br />tunity to carry notes to the team leaders for <br />input. Other facilitators and recorders should <br />remain available. <br /> <br />W.oRKSH.oP DAY FtVE <br />Present final plan to local' decisionmakers and reg- <br />ulatory officials for approval. Grant-making/funding <br />agencies available to answer questions on applying for <br />furids. CQllect comments on process from local grQUPS <br />and individuals. <br />.
