INFORMATION FOR PROSPECTIVE

PLANNING TEAM MEMBERS

Dear

Unless you have just been added to our mailing list, you have already heard about the Multi-objecti~e Hazard Mitigation
Planning Workshop that will be held June 20-24,1994, in Parker, South Dakota. During this one-week period we hope
to develop a comprehensive, integrated draft plan for the 2,185-square-mile Vermillion River Basin (an area somewhat
larger than the State of Delaware). Normally, such plans take longer to develop, but in response to local requests and
those of some of our project partners, we have developed a planning format (see enclosed planning workshop descrip-
tion) which should accomplish the job in a week. To do it, though, we need your help. We would like you to join with
the other in'dividual plami.ing team members shown on the enclosed list during this week to develop the plan. We will
all be staying in Sioux Falls (see enclosed lodging list) and meeting daily at the Parker Public School. Parker is about a
45-minute drive from Sioux Falls (see enclosed map).

To get there, you drive south from Sioux Falls on 1-29 to Exit 64, go west (right) on Highway 44 to Highway 19, then
proceed north (right) a few miles to the Parker sign. Take a left into town. At Main Street (first stop sign), turn left and
then make a right at the first street. Go two blocks to the school (330 West 2nd Street). Parker has a population of about
1,000 people and only one school, so you can't get lost.

On Monday, June 20, after initial opening statements (see enclosed agenda) the members of the planning team (you)
will broken into six different teams and asked to select a spokesperson for each team:
Team One: Flood control, channel alignment, fluvial geomorphology, transportation systems, drainage issues
Team Two: Economic development and sustainability, housing issues
Team Three: Fish and wildlife-populations, habitat, enhancement and sustainability issues
Team Four: Outdoor recreation and open space issues
Team Five: Water quality and erosion issues
Team Six: Historic and cultural resource issues.

There will be a NEUTRAL facilitator and recorder for each subgroup. There will be a one-and-one-half-hour (facili-
tated) session in the morning (after the plenary session) and two in the afternoon, which selected persons of various
interests and geographic locations in the basin will attend. These sessions will be conducted like small work groups.
In addition to issues and concerns related to the topic(s) of each sub-group, information should be collected on poten-
tial solutions, agencies, individuals or groups responsible for actions, and suggested timeframes for implementation.

On workshop day two planning teams will conduct a field assessment. Each team will be provided with a van and
a local guide with interest in the subject matter of that team. Facilitators, recorders, and illustrators will travel along
with team members on a space-available basis. Vans have been reserved for this purpose.

.
