<br /> <br />On worksh.oP day three teams will draft goal statements and alternative measures t.o resolve issues and needs in <br />the planning area based on the issues and concerns presented to their groups, information gained during their field <br />reconnaissance, and the expertise represented in each group. R.oving illustrators will be available to sketch example <br />plan elements for public review. <br /> <br />Facilitat.ors and recorders will help teams draft goal statements and alternative measures based on information <br />gathered from the sessions on day one and refined through field reconnaissance and available data. Teams als.o need <br />to identify parties resP.onsible for implementation, implementation time-frames, and example plan measures for <br />illustration. Teams are encouraged t.o think of suggested plan measures in a basin-wide, integrated, comprehensive, and <br />holistic manner. Many .of you already have a great deal of information and ideas of what can and/or should be done <br />to effect beneficial changes in the basin. This is the time to pull all those ideas and information t.ogether into an <br />integrated plan and in a manner which will help guide implementation. <br /> <br />On the evening of w.orkshop day three team leaders or recorders will present prop.osals for public review in front <br />of a studio and South Dakota Public Radio Network audience composed of the general public, local decisionmakers, <br />and interest groups. Listeners will be able t.o call in with questions for planning teams on a 1-800 line. <br /> <br />On workshop day four teams will revise plan elements based on public review. Team leaders will f.orm a core <br />group to develop a comp.osite plan with .other team members in the background and 10-minute breaks every <br />hour for input and caucusing. In addition, selected facilitators and/or team members will have the opportunity <br />of carrying n.otes to the team leaders for input. Other facilitators and recorders will be available for process <br />facilitati.on and recording. <br /> <br />On w.orkshop day five, the final draft plan will be presented to local decisionmakers and regulat.ory .officials for <br />approval. Grant-making/funding agencies will be available to answer questions on applying for funds. Facilitators and <br />recorders will help direct applicants to pers.ons knowledgeable about grants in the applicants' area of interest and try to <br />record any unmet needs (e.g., grant assistance not available for a specific area of interest [and the interested party or <br />parties] and specific plan measures for which no applicants come forward). <br /> <br />Comments on the process will be collected from local groups and individuals. <br /> <br />The workshop staff will review the planning process t.o suggest future improvements. Facilitators and recorders <br />should contribute to and record suggestions t.o improve the process. It is hoped that suggestions will cover both the <br />facilitation .of the process and the process itself. The goal is to devel.op a process is locally supported, fast, efficient, <br />effective, integrated, holistic, and comprehensive. <br /> <br />W.orkshop foll.owup - Plan elements will be drafted into a coherent, professional document to solicit additional funds <br />needed to pursue plan implementation and to facilitate future similar planning efforts. <br /> <br />Services of a professional editor and document designer will be used to develop three publications. Two publications <br />(the plan itself and one which describes the process followed) will be ab.out 50 pages each with plenty of illustrations <br /> <br />. <br />
