<br /> <br />5. Draw up a draft plan for multi-objective hazard manage- <br />ment. Although multi-objective planning is a process, not <br />a product, a written document is still needed to keep a <br />record of ""hat decisions were made and v.'hat solutions <br />were chosen, and to monitor progress in the future. The <br />draft plan should be refined after the workshop, referred <br />to as a framevmrk for the area's regular planning tasks, <br />and (if possible) adopted by appropriate bodies. <br /> <br />need to be solved, and talk with local residents about the <br />issues v...ith v,:hich they are most concerned. <br /> <br />IJA Y .r Small group (planning team) meetings to brain- <br />storm ways to solve identified "problems;' specify responsi- <br />ble parties, list possible sources of funding and technical <br />support, and give a timetable for implementing each solution. <br />A public meetingibroadcast to get additional public <br />input about the issues and their tentative solutions. <br /> <br />These tasks can be accomplished in a five-day workshop <br />generally organized as follows (a detailed description is <br />given in the next section): <br /> <br />IJA Y I: A large public meeting for <br />introductions, invited speakers, <br />background presentations, and <br />open-ended input from residents <br />about the problems, needs, and <br />goals of the area. <br />Small group sessions ("plan- <br />ning teams") organized by topic to <br />begin organizing the concerns <br />related to each issue and to get <br />additional, specific input from <br />local residents. <br /> <br />DA Y 2: All-day trip through <br />the planning area for planning team <br />members to vie\v the landscape. see <br />specific instances of problems that <br /> <br />DAY 4: Small group meetings to revise problems and <br />solutions to reflect the public input obtained through the <br />meeting/broadcast, and to com- <br />bine the ideas into a composite <br />plan. Core group meeting to <br />assemble a draft plan by combin- <br />ing all teams' work with relevant <br />background information. <br /> <br />In 1I10st of the things where people are <br />trying to make big changes, they'll <br />co1l1e in and they'll study it. And they'll <br />study it for two years or they'll stlldy it <br />for threc years or sometimes they'll <br />study it for ten years, And thell write <br />up a big volume all it which gets filed <br />someplace, alld thell a few years dowll <br />the road somebody else will come ill <br />alld say we need to do something allout <br />this, alld so it starts all over again. <br />I think this Ilew approach was <br />great. . . . You ought to use it agaill. . . <br />I was amazed. Here's this really Ileat, <br />well organized plan. AIld it's got every- <br />thing ill it we talked about. It's got <br />everything hI it I wanted. I thillk it <br />really reflects wlwt we as local people <br />were sayillg. . . . Obviously this is a <br />process that works. <br /> <br />. <br /> <br />DAY 5: Large meeting to distribute <br />and review draft plan, and present <br />it to local officials. Smaller sessions <br />for one~on-one discussion about <br />funding, technical assistance, etc. <br />A group debriefing with all plan- <br />ning team members to determine <br />what ,.,.'as effective in the workshop <br />process and what needs to be altered <br />to make the workshop and process <br />more effective for future efforts. <br />
