Local governments should pro- <br />vide what information they can. <br /> <br />This information reporting should be <br />provided in writing as soon as practical, <br />based on the situation, but no later than <br />five days after the onset of the disaster- <br />emergency situation. In most cases, the <br />socio-economic impact information will be <br />compiled jointly by an OEM staff member <br />and a local government representative <br />from the cornmunity. Updated information <br />should continue to be provided to OEM as <br />more complete information becomes avail- <br />able. A complete Damage Assessment <br />Reporting package consists of the follow- <br />ing: <br /> <br />Part I <br /> <br />Initial Damage Assessment Report and <br />Detailed Damage Assessment Report (see <br />Appendix A). <br /> <br />Part n <br /> <br />Physical Damage Assessment or Prelimi- <br />nary Damage Assessment (PDA) forms. <br />(Written, jointly prepared by local and <br />state government representatives) (see Ap- <br />pendix B). <br /> <br />Part ill <br /> <br />Social Economic Assessment - prepared <br />jointly by local and state government rep- <br />resentatives (see Appendix D). <br /> <br />When available, pictures should accom- <br />pany the reports especially in the case of <br />Part II of the report. It is realized that in a <br />fast moving disaster emergency situation, <br />the information available initially will be <br />quite limited, while in slow moving situa- <br />tion the amount of information would be <br />quite large. The imponant thing is to <br />report what information is available at the <br /> <br />time and update this information as the <br />situation allows. <br /> <br />Detailed Damage Survey <br /> <br />(Public Assistance Only) <br /> <br />The pwpose of the post disaster damage <br />survey is to detennine donar amount of <br />damage at a specific site for eligible ap- <br />plicants (state, local governments and cer- <br />tain private non-profit applicants). A <br />Damage Inspector's Estimating Guide is <br />provided to team members indicating cur- <br />rent uuit prices and equipment rates. The <br />guide discusses completion of Damage <br />Survey Reports (DSRs), schedules and as- <br />signments, and provides eligibility criteria. <br /> <br />Applicant's Briefing <br /> <br />As soon as possible following the <br />President's disaster deClaration, the <br />Governor's Authorized Representative and <br />the Local Emergency Management Coor- <br />dinator will hold a meeting to brief <br />prospective applicants on record keeping <br />procedures, admini.strative procedures for <br />utilizing disaster assistance funds, and the <br />eligibility of work items. <br /> <br />Categories of Eligible Work <br /> <br />Public assistance is divided into two main <br />groups of work, emergency and per- <br />manent These groups of work have been <br />further divided into the nine categories of <br />work which correspond to the categories <br />identified on the Notice of Interest Form <br />(see Appendix F). <br /> <br />Ten <br />
