This information reporting should be provided in writing as soon as practical, based on the situation, but no later than five days after the onset of the disaster- emergency situation. In most cases, the socio-economic impact information will be compiled jointly by an OEM staff member and a local government representative from the cornmunity. Updated information should continue to be provided to OEM as more complete information becomes avail- able. A complete Damage Assessment Reporting package consists of the follow- ing: Part I Initial Damage Assessment Report and Detailed Damage Assessment Report (see Appendix A). Part n Physical Damage Assessment or Prelimi- nary Damage Assessment (PDA) forms. (Written, jointly prepared by local and state government representatives) (see Ap- pendix B). Part ill Social Economic Assessment - prepared jointly by local and state government rep- resentatives (see Appendix D). When available, pictures should accom- pany the reports especially in the case of Part II of the report. It is realized that in a fast moving disaster emergency situation, the information available initially will be quite limited, while in slow moving situa- tion the amount of information would be quite large. The imponant thing is to report what information is available at the time and update this information as the situation allows. Detailed Damage Survey (Public Assistance Only) The pwpose of the post disaster damage survey is to detennine donar amount of damage at a specific site for eligible ap- plicants (state, local governments and cer- tain private non-profit applicants). A Damage Inspector's Estimating Guide is provided to team members indicating cur- rent uuit prices and equipment rates. The guide discusses completion of Damage Survey Reports (DSRs), schedules and as- signments, and provides eligibility criteria. Applicant's Briefing As soon as possible following the President's disaster deClaration, the Governor's Authorized Representative and the Local Emergency Management Coor- dinator will hold a meeting to brief prospective applicants on record keeping procedures, admini.strative procedures for utilizing disaster assistance funds, and the eligibility of work items.
