He is assisting Clear Creek County with
their initial Project Impact hazard reduction program. Mr. Paulson has served as an expert
witness in three lawsuits related to flood events, in which documentation of flood damages and
causes, as well as performance of flood control facilities, were key elements of the case, Mr.
Paulson is active in the Colorado Association of Stormwater and Floodplain Managers, and is
currently serving as Newsletter Editor.

Pllllllr~llnhnl lid br0nntnp, I,
Mr. Gtonning will be responsible for assuring that the resoutces of
Montgomery Watson are adequately allocated to meet CWCB's budget
and schedule requirements. He will serve as CWCB's point of contact to
resolve any project management concerns.

r

Mr. Gronning is a Vice Ptesident with Montgomery Watson and directs
the Denver Water Resources Group. He has 24 years of experience in
Colorado in water resources and environmental engineering, including management of large
multidisciplinary projects involving studies, modeling and design. As a result of this experience,
he has excellent contacts in local, State and Federal agencies throughout Colorado, and has
conducted ptojects in every tegion of the state, Prior to joint Montgomery \X1atson, Mt. Recent work includes Project
Engineer roles for the Town of Georgetown Flood Hazard Mitigation
Plan, the Canon City Hazard Mitigation Grant Application, the
Northridge Tributary Channel Stabilization Project and flood insurance restudies for the Jordan
River and the City of Avon Lake. Especially relevant to the current C\X1CB Flood Documentation
Report SOQ request is his work for Colotado Springs Utilities assessing the frequency and
severity of the storm events and flooding which occUlred in j\pril and May of 1999, Revised
frequency analyses wete carried out for four stream gages incorporating both systematic and
historical peak flow data. Measured peak discharge rates were compared to computed gage
frequency data, FIS flow-frequency data and other recent hydrologic basin analyses. Rainfall
data was obtained from a variety of sources and compared to average April rainfall, NOAA
Atlas depth-duration-frequency data and I'MI' depths from Hydrometeotological Report No.
55A. Numerous agencies provided information for these analyses including the USGS, NWS,
CSU, the City of Colotado Springs, and the Regional Building Department in El Paso County,

___ ~ Colorado Woter Conservotion Boord

9
