He has worked on several projects along thc Front Range
related to hydrologic analysis, hydraulic analysis, modeling of open-
channel flow, floodplain mapping, drainage facility design and water supply
systems modeling. Mr. Gibbens petformed data collcction and field
documentation for the July 1997 flooding cvent in Fort Collins. In
addition, Mt, Gibbens collected and teviewed meteorological data and performed hydrology
and hydraulic analyses for flooding events which occurred during the summer of 1997 in Weld
County. Recently, Mr, Gibbens has performed water supply modeling on the Arkansas River
from its headwatcrs through thc lower Arkansas Valley. He is familiar with many of the
communities and local agencies in Northern Colorado and the Arkansas Vallcy.

A t this time we do not anticipate the need for any outside subconsultants to complete the
proposed Scope of Work.

Resumes for our key project team members are provided at the end of thc SOQ.

The percent of time available to commit to the 1999 Flood Documentation Report is given
below, This teprescnts average time availability over the 120-day period from July through
October.

Chip Paulson ................. Our support
staff members who are currently working on the Colorado Springs flood documcntation project
will be available to work on this project at levels of up to 75% as nccdcd.

Section 8 - Quality Control Procedures
Montgomery Watson is strongly committed to controlling project costs, meeting project
schedules, and exceeding clicnt expectations for project quality, Our success in project control
is cvidenced by the fact that 90 percent of our fees come from repeat clients.

Responsibility for quality and schedulc conttol will lic primarily with our Project Manager,
Chip Paulson. Mr. Paulson has demonstrated an ability to meet project budget and schedule
objectives on past projects for CWCB and numerous other public agencies. Hc has attended
project management and QA/QC training courses sponsored by Montgomery Watson, and is
pcrsonally committed to assuring that expectations are met or exceeded on this project. This is
the singlc most important factor in guaranteeing the success of thc 1999 Flood Documentation
Rcport project.

cO. ;ip.J.. ~ Colorado Water Conservation Boord
,..----

10
